This is a pre-solicitation notice only. The anticipated solicitation date is February 1, 2016. A copy of the solicitation will be available on the Federal Business Opportunities Website (FedBizOpps) at https://www.fbo.gov. Solicitations are in portable document format (PDF). To download and view these documents you will need the latest version of the Adobe Acrobat reader. This software is available free at http://www.adobe.com. This is a pre-solicitation notice for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is notice of the Government's intent to issue a sole source purchase order to R.B. Allen Company, Inc (Cage: 5E976) under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, and incorporates provisions and clauses in effect through Federal Acquisition Circular 48 CFR 12.603. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government intends to award of a firm-fixed price, definite delivery contract to R.B. Allen Company, Inc. to acquire a commercial item using FAR Part 12 procedures. The award will be made as a firm-fixed price contract based on the technically acceptable, lowest priced offeror. The performance period/contract completion date is May 1, 2016. FOB at Destination. Preliminary inspection at Origin. Final Inspection and Acceptance at Destination. All responsible sources may submit a proposal which may be considered by the agency. All respondents shall be actively registered in the System for Award Management, ORCA, and have a valid DUNS number, Cage Code, and Tax Identification Number. Proposals received after the closing date listed shall be considered "late" and will not be considered for award.
