- Appendix B DD254 PWS FA8107-16-R-0008 Solicitation CDRLs CDRLs CDRLs CDRLs CDRLs CDRLs CDRLs CDRLs CDRLs SOLICITATION FA8107-16-R-0008. The Air Force Life Cycle Management Center, Tinker AFB, OK intends to negotiate a sole source,cost plus fixed fee contractfor Supportability for the B-52H Evolutionary Data Link (EDL) system. The proposed EDL support contract will be awarded to The Boeing Company, Oklahoma City, OK, CAGE 1N929. The award shall be for a follow-on contract consisting of a basic year and 2 one-year options. The work shall be accomplished in accordance with the Performance Work Statement identified in the solicitation. The solicitation will be posted approximately 15 October 2015, with response due approximately 16 Nov 2015 and award anticipated in January 2016. Authority: 10 USC 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2). Market research was conducted and the Government has determined that this is a sole source requirement in accordance with FAR 6.302-1. Only Boeing is capable of providing the required support due to the lack of availability of drawings and technical data. A sources-sought synopsis was posted under FA8107-15-R-0001 from 12 December 2014 through 16 January 2015. The proposed North American Industry Classification Systems (NAICS) Code is 336413. This is not a request for competitive proposals and a solicitation is not currently available. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement within 15 days of this notice. It is suggested that small business firms or other firms interested in subcontracting opportunities make contact with the potential offeror (listed above) during the proposal development phase of the acquisition. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
