H92222-16-R-UASRFI NAICS: 541330 - Engineering Services Agency/Office: U.S. Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L), Procurement Office-KW Title: Mid-Endurance Unmanned Aircraft System (MEUAS) Description: This Request for Information (RFI) is issued in accordance with DFARS 206.302-1(d) and PGI 206.302-1. This is not an Invitation for Bid, Request for Quote, or Request for Proposal. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this RFI. The U.S. Government is NOT liable to pay for or reimburse preparation or other costs of any companies or entities that respond to this RFI. The U.S. Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L), Program Executive Office-Fixed Wing (PEO-FW) located at MacDill AFB, FL, has a continued requirement for Contractor-Owned-Contractor-Operated (COCO) Mid-Endurance Unmanned Aircraft System (MEUAS) Intelligence, Surveillance, and Reconnaissance (ISR) services while operating multiple simultaneous sites worldwide. The RFI in no way constitutes issuance of a solicitation, and responses to it will be used for market research only in order to determine availability of any potential sources capable of providing immediate MEUAS ISR services. In an effort to maximize market research and encourage subcontracting opportunities, the Government is seeking information from companies with the following experience, capabilities, and unmanned aircraft systems to meet the following COCO service requirements: • Contractor personnel deployment requirements completed and submitted three weeks prior to scheduled deployment date. • Capable to launch, control, and recover Air Vehicles (AV) and provide ISR services for the user 24 hours per day / 7 days per week (24/7) beginning June 25, 2016. • Contractor personnel available for conducting required task order flight hours. • System capable of injecting near real-time UAS imagery into host unit's Processing, Exploitation and Dissemination system(s) to support task order flight hours. • AVs are available 24/7 to support task order flight hours. • Ability to launch AV within 30 minutes of request for non-scheduled missions. • AV provides sensor/imagery data at a range of at least 50 nautical miles (nmi) Line of Sight at 3000 ft. Above Ground Level (AGL). • AV and Ground Control Station (GCS) broadcast AES-256 encrypted, digitally compressed, near real- time Electro-Optical and/or Infrared Full Motion Video (FMV) at a range of 10 nmi to Remote Video Terminals with the AV at 3,000 ft. AGL and a slant range of 4,242 ft. • Video user can classify/recognize whether a human target is holding a weapon such as a rifle or rocket propelled grenade, or a shovel, during day and night, from operational altitude/slant range (minimum National Imagery Interpretation Rating Scale 7 at 4,242 ft. slant range). • The end to end Target Location Accuracy of the FMV metadata shall be within 200-300 meters with an 85% circular error of probability. • The contractor will store all video and data recordings from each mission within the GCS on the hard drive and will have the capability to record mission video to a digital video disc (DVD) disk. The video recorded from each mission shall be stored for up to one week and then consolidated on DVD disk(s) and provided weekly to the Government Site Representative. • Sufficient equipment spares levels are maintained for contractor provided equipment throughout the duration of each services order so that mission operations will not be interrupted in the event of a component failure within the system. • Each Site Mission Coordinator will provide a monthly site report detailing monthly flight hours utilized, monthly flight hours with government furnished property by commodity, sorties flown, status of equipment, mishap/incidents summary, any lessons learned, and description of monthly achievements. Interested parties shall submit a capability statement that includes the following: company name, point of contact, its capabilities to perform ISR services, brief description of recent (within last two years) and relevant projects for tasks similar to those listed above, number of systems and personnel per site, and number of days to be operational if provided an Outside Continental United States (OCONUS) location. Limit number of pages to 12, which includes capabilities document and a Rough Order of Magnitude (ROM) estimate containing at a minimum Pre-deployment; ISR services with unit price per flight hour at levels of 300-500, 501-700, 701-900 hours per month; and Post Deployment. The anticipated contract type is indefinite-delivery-indefinite-quantity firm-fixed price with six-month base period and two three-month options. All parties interested in doing business with the Government shall be registered in the System for Award Management (SAM) with a current registration.
