Description
J&A The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS), under the authority of FAR 6.302-1, intends to issue a noncompetitive contract to Genentech USA, Inc. at 1 DNA Way, South San Francisco, CA 94080 for the antiviral medicine Oseltamivir (trade name Tamiflu). This antiviral medicine is required for the National Veterinary Stockpile (NVS) for pandemic and avian influenza preparedness. The USDA APHIS NVS requires sufficient quantities of antivirals be available to protect NVS response personnel in the event of a pandemic to ensure the continuity of essential services for the overall critical mission. The antiviral must be administered orally in the form of a gel-cap. Tamiflu has been approved by the Food and Drug Administration and demonstrated by the Centers for Disease Control to be effective in treating Influenza A, H1N1 Influenza and H5N1 Avian Influenza. It is the only antiviral medicine shown to be effective for this purpose that can be administered orally in the form of a pill or capsule. The USDA APHIS intends to issue a commercial indefinite-delivery indefinite-quantity (IDIQ) type contract for the supply of Tamiflu. The anticipated contract will include a base period and four option years. This notice of intent is not a request for competitive proposals. Any interested parties capable of providing Tamiflu are encouraged to submit capability information to Lisa Draves at lisa.a.draves@aphis.usda.gov. Telephonic inquiries will not be honored. Closing date for submission of capability information is 09 February 2016. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government.
