Description

Pursuant to the authority of FAR 6.302-1, The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Defense POS/MIA Accounting Agency (DPAA), intends to negotiate on a sole source basis an order with Pacific Wrecks Incorporated, P.O. Box 859, Hyde Park, NY 12538. The purpose of this sole-source contract is to procure archaeologist support services to the DPAA to perform archeological assessment and site surveys to include sub-surface testing if required; complete site sketches and reporting products for all sites surveyed; and/or accept any unilateral turnover of remains or personal effects. The Contractor may provide independent site survey and investigation services, simultaneous to the DPAA mission in the Wewak I East Sepik Province area for additional leads received during related DPAA efforts. These sites had previously been investigated with the assistance of Pacific Wrecks and Pacific Wrecks has proven to be an invaluable investigative partner. There is an anticipated 3 month period of performance for field work and reporting deliverables. Pacific Wrecks is the only known source for this contract as having specific information on site locations, and relationships with local contacts/witnesses which are mission critical for the DPAA. DPAA cannot obtain this information from any another source.
