- PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and, Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Air Pollution Prevention and Control Division (APPCD). This solicitation is to be competed utilizing full and open competition under FAR Part 12 Commercial Procedures, and FAR Part 13, Simplified Acquisition Procedures. The government anticipates awarding a single firm-fixed-price contract for a gas divider to be used in the laboratory and during field testing to replace multiple calibration gas bottles. The Gas Divider will be used to determine calibration curves on sensors and continuous emission monitors (CEMs) and must meet the requirements of EPA 40 CFR Part 60 Method 205. The gases and their likely final diluted ranges are CO: 0- 200 ppm, CO2: 0-6,000 ppm, CH4: 50 ppb-50 ppm. Specifically, the government requires the equipment as specified below: Operations The gas divider will be capable of creating ten or more operator-entered concentrations of three or more gas types, at least CO, CO2, and CH4. Concentrations and dwell time programs can be user-changed and saved for recall. The system will have a lighted display screen and be completely self-contained, not requiring an external computer and keyboard. Display screen will indicate gas type, flow rate, and concentration. The system will have a fast response time, reaching 95% of full concentration within 10 sec The gas divider will allow the user to enter target gas flow rates for each gas type. Gas divider will use factory calibrated mass flow controllers or critical nozzles, eith traceable to NIST flow standards, with stored calibration data System is EPA Method 205 compliant Automatic K factor determination from system gas library Performance, from 10 to 100% of Full Scale Flow Concentration: ± 1.0% Flow: ± 1.0% Repeatability: 0.05% 1-5 L/min flow range Physical Bench top use (not rack-mounted) Rugged carrying case Gas-compatible seals and tubing 1/4" SwagelokTM stainless steel fittings Operating temperature: 0 ° - 50 ° C Maximum weight: 32 Kg (70 lbs). Lighter is better. Portable size: <50 cm x < 20 cm x < 60 cm Standard: 115 VAC (100 to 130 VAC), 50/60 Hz Optional: 220 VAC (200 to 260 VAC), 50/60 Hz 32 bit processor, 12 bit A/D and D/A conversion for data retrieval Other System operation and parts will be covered by an industry-standard 1-year warranty. Delivery of system to RTP, NC within eight weeks ARO. This procurement will be conducted utilizing NAICS Code 334616 with a size standard of 500 employees. Award will be made to the offeror whose solicitation will be most advantageous to the Government, price and other factors considered. Technical and Past Performance, when combined are approximately equal to price.
