Description
This is NOT a solicitation. Do Not Submit proposals or questions in response to this document. The U.S. Army Corps of Engineers - Norfolk District is issuing a pre-solicitation notice for Multi-Discipline Architect-Engineering Indefinite Delivery Contracts in support of the Norfolk District and Department of Defense, Norfolk District. The work will encompass architecture and engineering services for a broad variety of minor to major repair, modification, rehabilitation, alternatives and new construction projects primarily in support of the Department of Defense and associated Agencies. The type of work performed will be for secure and non-secure sites and will include: planning, programming, feasibility studies, geotechnical investigations, permitting, charrettes, master planning, Value Engineering, engineering studies, design services, estimating, surveying, site/field investigation, CADD drawing and document preparation and review, design review, operability and maintenance review of designs, construction management services, commissioning, studies, and reports. These services will include (but are not limited to) such areas as facility maintenance, repair, remodeling, renovation, or demolition; infrastructure; interior fit-up; new construction; physical security and counter terrorism (including weapons of mass destruction) force protection; fire protection; and communications for military and other non-military government agencies. This will be a firm fixed price contract. All work must be performed by or under the direct supervision of licensed professional Architects or Engineers. The work required extends beyond a single project effort, in that it involves the planning, design, scheduling, management, coordinating, investigating, and CADD support for a fluctuating flow of simultaneous, though unrelated, delivery orders. Therefore, the Contractor will be required to respond rapidly to Government requirements with outstanding professionalism and top quality craftsmanship, without compromising professional standards, current mission requirements, and end user readiness. It is imperative that the Contractor provides a flexible and multi-disciplined work force of the highest quality. A scope of work/statement of work will be issued with each individual task order. The Pre-Solicitation Notice proceeds a forthcoming unrestricted acquisition. The solicitation number will be W91236-16-R-0014. This is unrestricted acquisition. The applicable NAICS code is 541330 with a Small Business Size Standard of $15.0M. All responsible sources may submit a quotation that will be considered by Norfolk District. The government intends to award up to four (4) firm-fixed price contract. The four (4) contracts will possess one (1) base period and four (4) one-year option periods. The total amount for each contract is $10.0M. This is NOT a solicitation. Do Not Submit proposals or questions in response to this document. The solicitation will be issued electronically and will be available on Federal Business Opportunities (FBO), http://www.fbo.gov, on or about 21 February 2016. No telephone calls or written request for the solicitation package will be accepted.
