- RFI Attachment - Third Party Testing (TPT) 01/26/2016 RFI Attachment - DRAFT 3rd Party Testing (TPT) Application RFI Attachment - 3rd Party Testing (TPT) Approval Process The Transportation Security Administration (TSA) will be hosting an Industry Day to review the TSA's 3rd Party Test Program and the path forward on Thursday, 25 February 2016 at the TSA Systems Integration Facility (TSIF). Please find the event details listed below: 1. Event: TSA 3rd Party Test Program Industry Day 2. Date: Thursday, 25 February 2016 3. Time: TBD 4. Location: TSIF, 1 West Post Office Road, Arlington, VA 22202, Briefing Room 202 5. Deadling to Reply and Register: 12 February 2016 The TSA invites interested Transportation Security Equipment (TSE) manufacturers, TSA employees, and potential TSA approved 3rd Party Test Organizations to attend this Industry Day. Due to building logistics and space, the TSA will only be able to accommodate a limited number of people from each organization. Advance registration is mandatory. For consideration, please review the attached document, "Third Party Testing RFI," and submit the following required information to ThirdPartyTesting@tsa.dhs.gov: 1. Full Name 2. Title/Position 3. Organization/Company Name 4. Email Address 5. Phone Number 6. Current TSA Contractor (Yes/No) 7. Response to quesitons and information requested in the attached document, "Third Party Testing RFI." Purpose of this Posting : The purpose of this amendment to RFI HSTS04-14-OSC-3rd_Party_Testing_Model is to communicate information regarding the planned TSA Industry Day on 25 February 2016 to discuss the TSA 3rd Party Test Program and to solicit questions and capability statements from Industry. Purpose of the TSA 3rd Party Test Program : The TSA supports the use of Third Party Testing (TPT) to gain efficiencies and cost savings in the acquisition Test and Evaluation (T&E) process as outlined in the Department of Homeland Security (DHS) Acquisition Directive (AD) 102, DHS Management Directive (MD) 26-06, and this TSA Office of Security Capabilities (OSC) T&E Policy. Failures during Qualification Testing (QT) and Operational Testing (OT) have resulted in an iterative cycle of test, fix, and re-test that extends acquisition timelines and drives up the cost of T&E. TSA believes TPT is a key element in streamlining the acquisition process by ensuring system maturity before entering formal T&E. The efficiencies gained by TPT can accelerate implementation schedules, reduce procurement delays, and reduce time-to-deploy. Overall, TSA expects TPT to decrease development and testing costs, and will allow TSA to better allocate constrained resources. The interim strategy will facilitate TSA's goal to standardize and streamline the T&E processing using TPT.
