Description

The Department of Veterans Affairs, NCO 20 Contracting intends to establish a blanket purchase consignment agreement for Stryker brand ENT Mandibular Facial and Neuro-Cranial non-biological implants for the Puget Sound Healthcare Systems Operative Care Division located at 1660 S. Columbia Way, Seattle Washington in accordance with FAR Part 13 and VHA Directive 1081. Market research shows these products are not available on any National Acquisition Center or General Services Administration contract as a mandatory source for VA Prosthetics use. Research does show these products are available on DLA ECAT contracts which are multiple award contracts therefore, This notice is to inform responsible qualified vendors that a request for quote to seek firm fixed pricing and establish terms and conditions for a consignment of initial inventory to be used when prescribed by a VA Clinician for surgical procedures. The VA is directed to establish contracts or consignment agreements for non-biological implants and has authority under FAR 6.302-5 and VAAR 806.302-5(b)(l): Authorized or required by statute (38 U.S.C. Section 8123) however, market research indicates that more than one vendor may be capable of supplying the products on a consignment basis therefore NCO 20 Contracting will be posting a request for quote on or before February 5th to seek a vendor capable of providing consignment stock and firm fixed pricing.
