- Naval Undersea Warfare Center, Division Keyport intends to issue a 100% total small business set-aside solicitation of the following non-commercial supply: Cold Gas-Bag Assemblies. Items shall be manufactured and delivered in accordance with (IAW) the specifications and requirements identified in the Navy drawings to be provided: 8290018, 8290019, 8290020 +Redline, 8290021,8290040, 8290346, 8290511+Redline, 8290512, 8290513, 8290537, 8290568, 8290570, 8290571, 8290681, 8290733, 8290818, and all associated drawings, changes, and specifications. This requirement is being issued as a synopsis for non-commercial items in accordance with FAR 15.101-2, supplemented with additional information included in the solicitation. Based upon market research, the Government isnot using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Offers will be evaluated on the basis of the lowest price, technically acceptable, past performance acceptable offer. In order to be considered awardable, an offer must be rated "acceptable" in every non-price factor. BASE REQUIREMENT: First Article Test: One (1) Cold Gas Bag Assembly, drawing 8290040, delivery 150 days ADC One (1) Contract Data Requirements List (CDRL), Certificate of Conformance First Article Requirement may be waived by the Government for contractors who have successfully manufactured the parts included on this solicitation, or who are utilizing the recommended manufacturer for parts identified on the provided drawings. The base production requirement will be for 50 Cold Gas Bag Assemblies, drawing 8290040; 18 Cold Gas Bag Assemblies, drawing 8290733; 86 Relief Valves, drawing 8290537; 82 Dual Purpose Valves, drawing 8290568; 220 Protective Labels, drawing 8290818; and all associated drawings and Contract Data Requirements Lists (CDRLS). Portions of this requirement may contain Foreign Military Sales. Delivery is anticipated to be 150 days After First Article Test Acceptance (AFATA), with subsequent deliveries of QTY 20 every 30 days until production quantities are complete. OPTION 1 The contract will contain one (1) option year for 14 Cold Gas Bag Assemblies, drawing 8290040; 5 Cold Gas Bag Assemblies, drawing 8290733; 19 Relief Valves, drawing 8290537; and 19 Dual Purpose Valves, drawing 8290568; and all associated drawings and CDRLS. The solicitation number for this requirement when issued will be N00253-16-R-0006. It is anticipated that the resultant contract will be a firm-fixed price (FFP) contract. The applicable NAICS code for this requirement is 326130 with a small business size standard of 500. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. It is anticipated that the solicitation and drawings will be available for download on or around 22 February 2016. The closing date of the solicitation is anticipated to be 30 days after issuance of the solicitation package. The actual date and time will be identified in the solicitation. Drawings Referenced in this solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor's/contractor's appointed data custodian that are registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted Drawings and Technical Information will be posted to the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov once the solictation has been posted. Offerors who have registered with FedBizOpps and DLIS JCP may access this data under solicitation number N00253-16-R-0006. The RFP will be available for download at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from the website and to frequently monitor the site for any amendments to the RFP. A bidders list will not be maintained by this office. No telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposal may render a vendor's offer non-responsive and result in rejection of the same.
