Description
EXTENDED CLOSING DATE TO 19 FEBRUARY 2016. NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER : The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Recovery Range (MRR) Procurement Division intends to solicit and negotiate with only one source - Honeywell International Inc. (Cage Code 1M8L7). The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1(b)(1)(ii), the modification and installation of the item listed below is available from only one source. See attached Justification and Approval for Other Than Full and Open Competition (J&A) for additional details. The North American Industry Classification System Code (NAICS) is 334511 with a size standard of 750 employees. The Product and Service Code (PSC) is K016. The full Statement of Work (SOW) is included as an attachment to this notice. The small business set aside has been dissolved. This requirement is unrestricted. Delivery is requested one-hundred eighty (180) days after the receipt of the order (ARO). The USCG desires early deliveries therefore early shipments are encouraged at no additional cost to the Government. F.O.B. point is Origin. Delivery shall be to Commanding Officer, Aviation Logistics Center, Elizabeth City, NC 27909. Inspection and Acceptance shall be performed at destination by ALC's Receiving Section. Inspection and Acceptance shall be in accordance with FAR 52.212-4 Contract Terms and Conditions - Commercial Items (May 2015). The Contractor shall furnish a Certificate of Conformance in accordance with FAR 52.246-15. The Certificate of Conformance must be submitted in the format specified in the clause. Solicitation number HSCG38-16-Q-J00113 is assigned for tracking purposes only. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a quotation to mrr-procurement@uscg.mil with HSCG38-16-Q-J00113 in the subject line which will be considered by the agency if received no later than 12:00 P.M., (EST) on 19 February 2016. A determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government. 1. Development and installation of the Advanced Diagnostic Vibration Management System (ADVMS) software into a scaled version of a MH-60T helicopter model used in classroom training. 2. Travel costs should be not included in the quote. All actual travel costs will be reimbursed in accordance with FAR 31.205-46, Travel Costs. Additional information is provided below. Award will be made upon determination of fair and reasonable pricing and is subject to FAR Part 12 and FAR Part 13. Purchase Order terms and conditions will be in accordance with FAR 52.212-4 Contract Terms and Conditions - Commercial Items (May 2015) and the applicable clauses of FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (November 2015). In addition, the following clauses will apply: FAR 52.222-20 Contracts for Materials, Supplies, Articles, and Equipment Exceeding $15,000 (May 2014) If this contract is for the manufacture or furnishing of materials, supplies, articles or equipment in an amount that exceeds or may exceed $15,000, and is subject to 41 U.S.C. chapter 65, the following terms and conditions apply: (a) All stipulations required by 41 U.S.C. chapter 65 and regulations issued by the Secretary of Labor (41 CFR Chapter 50) are incorporated by reference. These stipulations are subject to all applicable rulings and interpretations of the Secretary of Labor that are now, or may hereafter, be in effect. (b) All employees whose work relates to this contract shall be paid not less than the minimum wage prescribed by regulations issued by the Secretary of Labor (41 CFR 50-202.2). Learners, student learners, apprentices, and workers with disabilities may be employed at less than the prescribed minimum wage (see 41 CFR 50-202.3) to the same extent that such employment is permitted under section 14 of the Fair Labor Standards Act (41 U.S.C. 6508). HSAR 3052 212-70, CONTRACT TERMS AND CONDITIONS APPLICABLE TO DHS ACQUISITION OF COMMERCIAL ITEMS (SEP 2012) The Contractor agrees to comply with any provision or clause that is incorporated herein by reference to implement agency policy applicable to acquisition of commercial items or components. The provision or clause in effect based on the applicable regulation cited on the date the solicitation is issued applies unless otherwise stated herein. The following provisions and clauses are incorporated by reference: [The Contracting Officer should either check the provisions and clauses that apply or delete the provisions and clauses that do not apply from the list. The Contracting Officer may add the date of the provision or clause if desired for clarity.] (a) Provisions. 3052.204-71, Contractor Employee Access Alternate I 3052.242-72, Contracting Officer's Technical Representative 3052.247-72, F.o.b. Destination Only TRAVEL Travel of contractor personnel to Elizabeth City, NC to install the ADVMS software will be required. All travel by contractor personnel will be pre-approved by the COR. All travel will be reimbursed in accordance with FAR 31.205-46, Travel Costs. All travel shall be accomplished by commercial carrier, privately owned automobile or auto rental and the cost paid by the Contractor. The Government will reimburse the contractor for domestic transportation on the basis of actual costs by commercial carrier and at the rate specified at website: http://www.defensetravel.dod.mil plus road and bridge tolls, when travel is performed by private automobile. Auto rental will be reimbursed at actual cost plus road and bridge tolls. Travel performed for personal convenience (including daily travel to and from work) will not be reimbursed hereunder. The Contractor will be reimbursed for the expense of meals, lodging, transportation between places of lodging or business, and places where meals are taken and any other miscellaneous travel and living expense incurred in the performance of this contract. Per Diem will be payable only when the contractor employee is in an authorized travel status. All travel, lodging, meals, car rental, and incidental expenses incurred by the Contractor shall be reimbursed in accordance with the methods specified in FAR 31.205-46, Travel Costs, provided the method used results in a reasonable charge. A breakdown of travel expenses to include all direct and indirect costs shall be included as part of the invoice. All travel shall be in accordance with Federal Travel Regulations (FTR) and shall be supported by the submission of: o Contractor travel verification e-mail with COR approval prior to travel. o Receipts for all claimed travel (e.g., lodging, airfare, rental car, fuel, tolls, parking). o Private Owner Vehicle (POV) mileage shall be provided when claimed.
