- The US Department of State, Regional Procurement Support Office (RPSO) in Fort Lauderdale is conducting market research to identify potential US small business sources capable of providing the equipment described below. The North American Industry Classification System (NAICS) code applicable to this requirement is 333314. The corresponding small business size standard is 500 employees. Due to the nature of the requirement, the particularity of the site and the fact that due to security concern we will not provide any imagery or sketches to the offerors. A site visit, at the offerors expense is required by all offerors/vendors during the solicitation period. MINIMUM INSTALLATION REQUIREMENTS The contractor shall complete a site survey to design the system according to: the terrain, site installation limitations, ensure maximum effective coverage of the cameras and ensure a proper and coordinated installation. All electrical connections shall be hardwired in full compliance with Colombian National Construction Code, Aeronautica specifications, encased in a protective conduit. All exposed conduit shall be Rigid Galvanized Steel Conduit All electrical cable installed shall be buried in a Colombian National code compliant conduit and as applicable all work shall be fully coordinated with the Colombian Aeronautica Civil and CNP DIRAN engineers. All Electrical installation will be completed by a certified/ licensed electrician and work must be overseen and signed off by a licensed electrical engineer. All camera cables shall be in a protective conduit from the camera to the Switch / DVR. Exposed conduit shall be Rigid Galvanized Steel, from the Rigid GS conduit to the camera a Liquid Type Flex Conduit shall be used. All camera cables shall be properly buried or secured to a structure in a stable manner, and must be in full compliance with all Colombian Safety and installation/construction codes. Exposed conduit shall be Colombian Code compliant rigid galvanized steel, From the Rigid GS conduit to the camera a Liquid Type Flex Conduit shall be used. All installation shall be accomplished by contractor personnel. There will be no assistance from any Colombian National Police, Colombian Army or Aeronautica Civil personnel. The installed system shall not require customer support for maintenance of wire, connections etc, will not interfere with airport operations and must comply with local and Colombian Aeronautica regulations. The cameras shall have an installed limit control (up and down) as well as an audible alarm and/or a screen visual warning should the limit be exceeded is requested. The system shall be accompanied by instructions (IN SPANISH) that cover all operations and maintenance requirements. The system shall be accompanied by a desk top laminated chart (IN SPANISH) that provides the camera operator with visual step by step instructions that cover basic operations and maintenance requirements. The System shall be fully installed in accordance with the installation plan proposed by the contractor and contracted by the contracting officer, op checked and operational prior to the installation team's departure. All warranty maintenance required within the warranty period shall be completed within 7 working days of identification of an issue to the contractor. If a day/night camera replacement is required an additional 14 working days for camera delivery is acceptable, if it is an ITAR item, time for replacement must be within two (2) months from notification of the issue. WARRANTY To the extent permitted by local law, a guarantee that vendor shall repair, replace, or refund, at vendor expense, a Hardware Product that manifests a defect in materials or workmanship during the Limited Warranty Period of one year, if the end-user / customer, provides the vendor with notice of a defect in the Hardware Product during the Limited Warranty Period of one year. The vendor's obligation under the Limited Warranty, will either repair or replace, or provide if the problem is not addressed within a maximum of 15 day period for the non ITAR day/night camera (s) and 60 day period for the Thermal /ITAR camera (s) a refund for a Hardware Product that manifests a defect in materials and workmanship. The vendor shall provide an in-country maintenance capability/representative that is registered in Colombia as an authorized representative and is capable of providing required maintenance and troubleshooting throughout the warranty period. The One (1) Year Warranty Period for the cameras and monitoring equipment and starts on the last day of vendor provided successful and "complete" installation. Camera cases must have a lifetime warranty against rust / weather damage. The solar panels must provide a minimum 3 year warranty for material and 1 year warranty for labor (solar panels must have an in country maintenance capability. If steel poles /steel truss towers are used a minimum of 3 years of rust proofing warranty is required. EXPORT RESTRICTIONS The Contractor shall comply with all U.S. export control laws and regulations, including but not limited to the International Traffic in Arms Regulations (ITAR), 22 CFR Parts 120 through 130, and the Export Administration Regulations (EAR), 15 CFR Parts 730 through 799, in the performance of this contract. In the absence of available license exemptions/exceptions, the Contractor shall be responsible for obtaining the appropriate licenses or other approvals, if required, for exports of hardware, technical data, and software, or for the provision of technical assistance. The Contractor shall be responsible for obtaining export licenses, if required, before utilizing foreign persons in the performance of this contract, including instances where the work is to be performed in Mexico where the foreign person will have access to export-controlled technical data or software. The Contractor shall be responsible for all regulatory recordkeeping requirements associated with the use of licenses and license exemptions/exceptions. The Contractor shall be responsible for ensuring that the provisions of this clause apply to its subcontractors. Nothing in the terms of this contract adds, changes, supersedes, or waives any of the requirements of applicable Federal laws, Executive orders, and regulations. Required Delivery: 30 days after receipt of the order or 30 days after receipt of the export license (if required). Note: Quantities and specifications are subject to change. This is a sources sought notice only. This notice is not a Request for Proposals (RFP) or Request for Quotations (RFQ). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis is strictly voluntary. The Government will utilize responses to this notice to determine the availability of qualified US small business firms capable of meeting the DOS requirements and to determine the appropriateness of setting-aside this acquisition for US small business concerns. Interested US small business concerns capable of meeting the requirements are invited to submit a Capability Statement by uploading the following information directly to the FebBizOpps website. The Capability Statement must include at a minimum the following information: 1.Company name, DUNS number, and POC information. 2.Small Business Status (e.g. Small, SDVOSB, WOSB, HUBZone, etc.). 3.Technical specifications of company's product(s) meeting DOS requirements. Include product name and part number(s). Is an export license required? 4.Is your company the manufacturer of the equipment? If your company is not the equipment manufacturer provide name, DUNS number, and address of the manufacturer. Is the equipment manufacturer a US small business concern? 5.Describe how warranty and support services will be provided in-country (Colombia). Provide name, address, and POC of locally registered company that will provide maintenance, training, and repairs. 6.List previous contracts (not to exceed 5 references) under which the company has sold products similar to the ones required. Include contract number, contract amount, award date, and customer name, address, and POC information. General affirmations of interest will not be considered in our set-aside decision. Only Capability Statements addressing the above-mentioned requirements received from US small business concerns will be considered.
