- The FAA is seeking experienced firms to perform the work described hereunder consisting of furnishing all necessary materials, labor, equipment, tools and supervision to replace three (3) single-zone heating ventilating and air-conditioning (HVAC) units at the Airport Traffic Control Tower (ATCT) at Bismarck, North Dakota. At the completion of the project, the system shall be commissioned and ready for use. The project includes, but is not limited to, the following work items: Scope of Work: The work described hereunder consists of furnishing all necessary materials, labor, equipment, tools and supervision to replace three (3) single-zone heating ventilating and air-conditioning (HVAC) units at the Airport Traffic Control Tower (ATCT) at Bismarck, North Dakota. At the completion of the project, the system shall be commissioned and ready for use. The project includes, but is not limited to, the following work items: 1. Remove existing air handling unit AHU-4 and condensing unit CU-4 on 5th floor mechanical room and furnish and install one new self-contained integral air-cooled unit AHU-4 /CU-4 for cab, office, and break room. 2. Remove existing and furnish and install one new split HVAC units AC-3 on 4th floor suspended from the ceiling and matching air cooled condensing unit CU-3 located on the cat walk. This unit serves radar room on 4th floor. 3. Remove existing and furnish and install one new split HVAC unit AC-1 on 2nd floor suspended from the ceiling and matching air cooled condensing unit CU-1 located on concrete slab on ground. This unit serves equipment room. 4. Replace existing suction and liquid pipe lines with new pipe lines, insulated as recommended by the manufacturer. 5. The only work on AC-2/CU-2 on third floor is to remove existing suction and liquid lines and furnish and install with new. The new liquid line shall be 3/8 OD copper approximately 70ft, connect to service valve 3/8 female brazed connection with ¼ SAE flare pressure tap fitting. The new gas line shall be1-1/8 OD copper approximately 70ft connected to service valve 1-1/8 female brazed connection with ¼ SAE flare pressure tap fitting. The pipe insulation shall be as specified in section 15671. This unit has R-22 refrigerant, reclaim and reuse it after new pipe installation. 6. The main control panel must include a disconnect switch mounted in a weatherproof service enclosure on the side or the end of the units. All components shall be identified with nametags and wired in accordance with the NFPA 70 - National Electrical Code. 7. Replace all HVAC pneumatic controls with DDC controls. Remove air compressor and tubes. This change will require replacing transducers and actuators throughout the HVAC system. 8. All units will have economizer with enthalpy control. These units will require some modification to the existing ductwork. 9. Provide a residential type humidifier for cab (unit AHU-4) 24 LB per hour. 10. Air balance the systems 11. Provide professional duct cleaning for the existing system. 12. Provide as built drawings and manuals. 13. Clean and dispose of any trash. 14. Air handling unit AHU-4 and condensing unit CU-4 are located in the mechanical room inside the building on 5th floor. Contractor should select the equipment such that it can be brought in the building through existing doors or assembled inside the room. The total estimated price of the proposed construction project is between $250,000 and $500,000. PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED AS PART OF THE SOLICITATION. The North American Industry Classification System (NAICS) is 238220, Plumbing, Heating and Air-Conditioning. The very small business size standard is $7.5 Million; small business size standard is $15.0 Million. This acquisition will be a competed action. CONTRACT TYPE AND EVALUATION CRITERIA A firm fixed-price award will be made. Firms for this acquisition will be technically evaluated using a tiered approach. The order of precedence for technical evaluation of firms under the go/no-go performance criteria below shall be as follows: Very small business Small business All firms responding to this announcement and who are found to be responsive to the documentation requirements will be technically evaluated against the criteria listed below and put into the declared size category. Should 3 or more qualified firms be found in the very small business category, the solicitation will be released as a very small business set-aside to those firms qualified in that category. If there are insufficient qualified firms in the very small business category, the solicitation will be released as a small business set-aside. Both very small and small business should submit required documentation for consideration. GO/NO GO CRITERIA The initial information submitted will be evaluated on a Go/No-Go basis. Offerors must receive a œGo on all of the following criteria to be considered a viable offeror and receive the solicitation. The Government reserves the right to perform clarifications/discussions with any offerors. To receive a œGo rating the offeror must have 3 years of experience performing comparable work, be able to provide the necessary bonding for projects of this size, have an active registration in the System for Award Management (SAM), and complete and return the following documents: 1. Past Experience Information* 2. Sensitive Security Information Form 3. Business Declaration 4. Provide Statement of active registration in SAM and capable to provide adequate bonding *To receive a œGo rating for past experience, the offeror must provide three (3) successful relevant construction projects, specifically construction projects performed for the FAA or Airport Authority at an operating airport, which demonstrate the firm ™s capability to perform with the knowledge, skills and abilities as required on this project. Please provide projects performed in the last 5 years similar to the current requirement in type, scope, size and complexity on the attached form provided or similar format. Prime consideration will be given to projects which illustrate respondent's capability for successfully performing work similar to that being sought. The information provided will also be used as part of the responsibility determination. General contractors must submit their interest for subject project on letterhead and include the firm's name, address, e-mail, phone number, fax number, and point of contact, provide a statement that your firm has an active registration in SAM and can provide the adequate bonding required, submit the Business Declaration Form, Sensitive Security Information Form, and, past performance experience form no later than February 10, 2016. Letter of interest may be sent electronically to melody.mcgovern@faa.gov. Responses must be emailed to melody.mcgovern@faa.gov no later than 5:00pm (Central Standard Time) on FEBRUARY 10, 2016.
