- PRE-SOLICITATION NOTICE FOR REQUEST FOR PROPOSA NUMBER/TITLE: DE-SOL-0008225, ADVISORY AND ASSISTANCE SERVICES The US Department of Energy (DOE), Office of Nuclear Energy (NE), intends to issue a full and open competition Request for Proposals (RFP) for Advisory and Assistance Services (A&AS) for studies, analyses and evaluations, and engineering/technical services from members of the nuclear industry that are currently constructing, licensing and operating commercial nuclear facilities and associated infrastructure. This expertise will support the DOE Office of Nuclear Energy (NE) in carrying out its mission. This contract type is anticipated to be a multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with cost-plus-fixed-fee (CPFF), time & Materials (T&M) or firm-fixed-price type (FFP) task orders issued as needed during the term of the contract. Possible award of 3 to 5 contracts is anticipated yet DOE reserves the right to award none, one or more than one contract. Anticipated value of all task orders for all contracts is estimated to be $49M. All responsible sour ces may submit an offer which shall be considered. The applicable North American Industry Classification (NAICS) code is 541990 ? All Other professional, Scientific and Technical Services with a corresponding size standard of $15.0M. The RFP represents on-going efforts by the DOE to obtain the services of contractor(s) with broad and deep expertise in the nuclear industry to provide advice and assistance to DOE/NE related to carrying out its missions and goals. ?Broad expertise means expertise that covers the entire nuclear fuel cycle. ?Deep expertise means world-class experts currently working in industrial-scale nuclear facilities. Offerors are advised that the apparent successful offeror will be evaluated for any apparent conflicts of interest pursuant to the requirements of FAR Subpart 9.5 and DEAR Subpart 909.5. DOE reserves the right to deny award based on any apparent conflict of interest that cannot be avoided, mitigated, or neutralized. An RFP is anticipated to be released and posted to the http://www.fedbizopps.gov web site, via the FedConnect website portal (www.fedconnect.net), on or about February 15, 2016, with an anticipated RFP closing response date of January 19, 2015.
