- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this sources sought is to identify potential offerors for Equipment Operations, Maintenance and Repair Services, Oahu, Hawaii. 1.The work includes, but is not limited to, the following: Maintenance, Repair, Operation Services for Steam/Hot Water Boilers The Contractor shall provide all labor, management, supervision, tools, material, and equipment to continuously operate, maintain, and repair the Steam and Hot Water Generation Plant, portions of the Steam and Hot Water Distribution Systems, and Unfired Pressure Vessels (UPVs) located at various locations, Oahu, Hawaii. Work includes: - shut-down, restart, and performing operational checks on all equipment affected by both scheduled and unscheduled utility outages. - maintaining a sufficient inventory of critical spare parts to keep the entire system in continuous service to meet steam and hot water demand requirements. - ensuring plant/systems efficiently and safely produce quality steam and hot water to meet all steam and hot water requirements, 24 hours per day, seven days per week. - implementing a PM program for the Steam, Hot Water Generation Plant; Steam and Hot Water Distribution Systems; and UPVs to ensure safe proper operation, to minimize breakdowns, and to maximize useful life. - monitoring and regulation of equipment controls, maintaining operating records, logs, and reports, and examination, lubrication and minor adjustment of equipment and system components. - ensuring that sufficient fuel is available for boiler operations at all times, including initiating fuel orders, receiving fuel from supply source, transfering to and among storage tanks, and making all other operational fuel transfers. - providing boiler operators to operate boilers 24 hours day, 7 days per week. - providing and implementing a boiler water testing and treatment program to ensure optimum equipment operation and efficiency. - cleaning and preparing boilers and UPVs for certification testing, performing certification testing, and ensuring boilers and UPVs are certified on schedule. Equipment and system components, as well as support equipment/auxiliary systems necessary for the production of steam and hot water include such items as the boilers, portable boilers, heat recovery steam generators (HRSGs), heat exchangers, steam traps, tanks, pumps, valves, and distribution lines. Support auxiliary system includes, but not limited to, combustion air, pollution control, fuel storage and handling, instrumentation and controls, water treatment and feedwater systems. When applicable UPVs, separating the boiler plants heated medium from the medium leading to the building occupants, are included. Calibrate Flow Measuring Systems at water reclamation facility: The Contractor shall provide calibration, minor repairs, recommendations, replacement of components to flow measuring systems, reporting, and ordering of requested backup components for the following systems, including, but not limited to: - Cipolletti Flow Measuring System - Influent Magnetic Flow Measuring System - Effluent Magnetic Flow Measuring System - Effluent to Golf Course and In Plant Magnetic Flow Measuring System Maintenance and Repair Services for Low Pressure Air Compressors The Contractor shall perform maintenance, repair, alteration, and technical oversight for Low Pressure Compressed Air Systems, including, but not limited to Atlas Copco compressors. Work shall include the following: a. Provide technical assistance to Government personnel performing: - maintenance overhaul of low pressure compressors - compressors low and high pressure element replacement - compressors main bearing replacement - compressors oil pump housing replacement b. Provide parts/components and all special tools and equipment for maintenance overhaul of low pressure compressors, low/high pressure element replacement, main bearing replacement, and oil pump housing replacement. c. Provide other technical assistance to Government personnel as needed for maintenance/repair and operation of the compressors. d. Provide other parts/components and all special tools and equipment as needed for maintenance/repair and operation of the compressors. Autoclave Maintenance Perform manufacturer ™s recommended maintenance and repairs in response to trouble calls, to include annual calibration service and a certification that the calibration was completed, unscheduled repairs, and reports for the Autoclave Maintenance. Successful maintenance and repairs require that the autoclave operates and performs in accordance with the manufacturers standards and remains certified at all times. The equipment is a Steris Autoclave, 16X16X26 Gravity Sterilizer, Eagle 3000 Series. Maintenance and Repair of Large Format Plotters Furnish all labor, supervision, management, tools, materials, parts, equipment, transportation, and other items necessary to provide maintenance and repair of large format plotters. Provide toner replacement. Successful maintenance and repairs require that the plotters continuously operate and perform in accordance with the manufacturers standards. In addition to scheduled maintenance, the Contractor shall provide service call repairs. The plotters include the following: Xerox Model 510, and consist of the printer, controller, and scanner. UV flow meter at wastewater treatment facility: The Contractor shall provide calibration, minor repairs, recommendations, replacement of components to flow measuring systems, reporting, and ordering of requested backup components for the following systems, including, but not limited to: - UV Acoustic Doppler Flow Meter system, including 1) Teledyne ISCO (MGD Technologies) sensor, and 2) Teledyne ISCO AccQmin module interface. Maintenance and Repair of Vehicle Wash Station Furnish all labor, supervision, management, tools, materials, parts, equipment, transportation, and other items necessary to provide maintenance and repair of Car/Truck Wash Station. Provide scheduled maintenance and service call repairs as needed. Maintenance and repairs includes monthly cleaning of system strainer baskets, quarterly sludge removal and replacement of brushes. Liquid Nitrogen Facility Provide maintenance and repair of various pressure vessels, controls, valves, gages, sensors, filters, piping and supports of the Naval Ship Yard Liquid Nitrogen Storage facility. A general understanding of nitrogen and cryogenic operating procedures are recommended for safe operation of controls and indicators. Current facility operators are expected to conduct routine operations and daily inspections and the contractor is expected to work with facility operators in scheduled maintenance and repairs. 2. If the solicitation is issued as a small business set-aside, FAR 52.219-14, Limitations on Subcontracting, applies, which states, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 3. The following information for the current contract is provided to help you determine whether your firm will be able to meet the subcontracting limitations. a. Contract No. N62478-12-D-2394, Equipment Operations, Maintenance and Repair Services, Oahu, Hawaii. Current Term: 10/1/15 - 9/30/16; Current Amount: $662,709.00 Firm Fixed-Price (FFP)/$491,826.00 Indefinite Delivery Indefinite Quantity (IDIQ). 4. If your firm is interested and capable of performing ALL the services: a.
