Description
Solicitation SAINT PAUL DISTRICT (CEMVP) IT REQUIREMENTS Fountain City Service Base Server Data Recovery Saint Paul District Office Saint Paul, MN 1. Summary: The Saint Paul District, Mississippi Valley Division (CEMVP), requires the recovery of corporate business data from a failed server drive array. Due to a drive failure on a Corps of Engineers data server, the contents of its (5)-disk RAID 5 hard drive array are inaccessible by the data owner. The drive array was operating in a Dell PowerEdge R710 server under an installed Windows Server 2008 R2, 64-bit operating system. 2. Requirements Description: Provide the following data recovery services, a. Coordinate acceptable transport of Government owned hard drives from the Saint Paul District Office, 180 East Fifth Street, Saint Paul, MN to the contractor's place of business. b. Evaluate the (5)-disk RAID 5 hard drive array to determine condition of the data, its expected recoverability of the contained data, and a not to exceed cost for data recovery based on the best and most cost-effective data recovery solution. The contractor shall be capable of evaluating drives which have suffered mechanical failures. Within 10 days of contract award, provide the evaluation results to the Government for approval. c. The contractor shall not commence any recovery efforts until the Government has exercised the option for data recovery. Any destructive recovery methods to be used (including but not limited to disassembly of the drives in a clean room if necessary) must be identified during the evaluation and authorized by the Government prior to conducting the data recovery. If the Government declines to exercise the option for data recovery, the drives shall be returned to the Saint Paul District Office in the same condition as received as soon as practicable. d. Retrieve all recoverable data files and file directory structure possible on the failed drive array. i. Copy all data retrieved to a Contractor furnished external USB hard drive for return to Government, retaining all identifiable folder structure and organizing the recovered files in the manner found on the drive array. ii. All data recovered that is partial or incomplete shall be noted as such and provided as fragmentary files. iii. If any identifying information is recoverable for otherwise lost data files, provide a summary of information on files determined to be lost. iv. Deliver recovered data to the Government on the selected media for inspection and acceptance. Once accepted, the Contractor shall return the original drives to the Government. 3. Array Hardware Details: Individual hard drives from the failed system were removed and identified by their position in the RAID array, as tabulated below. a. The RAID 5 array consists of five 1 TB, SATA, 7.2K RPM, disk drives. b. The Disk 1 in the array indicated failure. c. Although not initially indicating failure there may also be issues with Disk 0. Replacement of Disk 1 did not result in a successful restoration of the array, but rather a further indication of problems with Disk 0. Supplied disks are original from the array, not the attempted replacement. d. At the time of failure the RAID array contained approximately 1.2 TB of data, including operating system and user files. Service Location: The Contractor is required to coordinate equipment transport from, deliver recovered data, and return all Government furnished items to the following location, USACE, Saint Paul District (ACE-IT) 180 East Fifth Street, Suite 700 Saint Paul, MN 55101 Delivery POC: Brad Hustad, 651-290-5764. 5. Schedule: The contractor shall complete the initial assessment outlined in section 2.b of the scope of work no later than 10 days after contract award. If the Government choses to exercise the option it will do so no later than 14 days after acceptance of the initial assessment. The contractor shall provide the recovered data to the Government no later than two weeks after exercise of the option. 6. Acceptance: CEMVP will provide the Contractor with written notice of acceptance when recovered data has been delivered, uploaded to the Government server(s), and reviewed for accessibility. 7. Ownership: All drives or media used to deliver recovered data shall become the owned property of the Corps upon delivery and acceptance. 8.
