- FAR 52.213-3(b) Applied Cyber Operations Training (ACOT) Task Training List Performance Work Statement (PWS) COMBINED SYNOPSIS/SOLICITATION (1). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation FA8773-16-Q-8001 is issued as a Request for Quotation (RFQ) and a sources sought was issued previously under FA8773-15-R-8024. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2005-85, Defense circular Number 20151230, and Air Force Acquisition Circular revision 2015-1001. The result of this requirement is expected to result in the award of two (2) pre-priced blanket purchase agreements (BPA). The BPA(s) will be IAW FAR 13.303 and FAR 13.5. Any amendments issued to this solicitation will ONLY be available on the FBO website (2). The agreements, if any, will be made with the responsible offeror(s) who submits a proposal that (1) conforms to the requirements of the synopsis/solicitation; (2) represents the best value to the Government, from selection of the technically acceptable proposal(s) with the lowest evaluated price. The Contracting Officer reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received. (3). The North American Industry Classification System (NAICS) code for this procurement is 611420. This procurement is unrestricted and all eligible offerors may submit quotes. All prospective awardees are required to register in the System for Award Management (SAM) and to maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov. Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at https://www.sam.gov. Prior to BPA award, prospective contractors must be registered with SAM. (4). All contractors must also have a DUNS number. The DUNS number is a nine-digit number assigned by DUN and Bradstreet Information Services. If the offeror does not have a DUNS number, it should contact DUN and Bradstreet directly to obtain one. A DUNS number will be provided immediately by telephone at no charge to the offeror. For information on obtaining a DUNS number, the offeror, if located within the United States, should call DUN and Bradstreet at 1-800-333-0505. (5). Requirement: The 39 th Information Operations Squadron is tasked with providing students with an intensive, immersion type Applied Cyber Operations Training. The Government does not have the in house capability to perform this training. The Services to be provided in accordance with the Performance Work Statement are located in Attachment 1. (6). The 38 th Contracting Squadron has determined that a Pre-Priced Blanket Purchase Agreement (BPA) is the most appropriate method for procuring this requirement. A BPA is a simplified method of fulfilling anticipated repetitive needs for supplies or services by establishing "charge accounts" with qualified sources. Supplies or Services are ordered by placing calls against the BPA by personnel authorized by the CO in writing to make such calls. The contractor provides the supplies or performs the services covered under the BPA in accordance with the BPA terms and conditions of agreement at the prices on the approved price list. The contractor submits price lists for the CO's approval, which are valid for a specific period of time (normally one year); i.e. 29 February 2016-28 February 2017. The BPA(s) will be written for a period of four (4) years, during which the Government is only obligated for authorized purchases made under the BPA. Therefore, a BPA does not include a minimum purchase requirement or maximum dollar limitation. The Government is not obligated to make any calls against the BPA, and may be cancelled by the Government or the contractor in accordance with the cancellation terms specified in the BPA Terms of Agreement. For additional information on BPAs refer to Federal Acquisition Regulation 13.303. (7). The offeror shall provide the following information: (a) Company Name. (b) Company Address. (c) Company Telephone Number. (d) Line of business. (e) Chief executive officer/key manager(s). (f) Date the company was started. (g) Number of people employed by the company. (h) Company affiliation. (i) Cage Code. (8). Specific Instructions for Submission of Offerors a. Offerors shall submit a price list that reflects firm-fixed prices per occurrence for the services specified in the Performance Work Statement (PWS) dated 26 January 2015 (Attachment 1). The price of an individual call shall not exceed $150,000.00 The price list must also include: (1) Offeror's name, address, voice phone number, and tax identification number (TIN). (2) Point of contract's name, voice phone number, fax number, and email address. (3) Price list number, date, and effective period (normally a minimum of one year). (4) Item number for the services described above and the associated price for each service. b. Offerors must complete and submit with their price list FAR 52.212-3-Offeror Representatives and Certification-Commercial Items with its Alternate I. However, if the offeror has completed the FAR 52.212-3 provision online (via SAM), the offeror shall only complete (b) of this provision, located at Attachment 3. The offeror must also submit FAR 252.209-7999- Representation by Corporations regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law, located at Attachment 4. c. In a document separate from the price list; submit documentation that clearly states the offerors capability to perform the services called for in the PWS to the standards specified therein. Your capability statement should include any successful past performance that directly relates to the PWS requirements. 9). Evaluation: The award(s) will be made on the basis of the lowest price technically acceptable. The Government will review the technical documentation provided by the offeror and make an assessment of the offeror's ability to perform the services called for in the PWS to the standards specified therein. Notwithstanding any other documentation provided by the offeror, failure to provide all the required information called for in this synopsis/solicitation may render an offeror ineligible for an award. The Price List submitted by offerors will be evaluated to ensure they are competitive in the commercial marketplace and can be determined fair and reasonable. Blanket Purchase Agreement(s): An agreement(s) will be made to the offeror(s) whose offer conforms to the solicitation; demonstrates that the offeror is capable of performing the services called for in the PWS to the standards specified therein; prices are determined to be fair and reasonable and represent the best value to the Government. Consent to RFP Terms and Conditions: Submission of offers in response to this solicitation constitutes assent by the offeror to all of its terms and conditions including its attachments, which, with the exception of provisions, will be incorporated into the resulting BPA(s). (10). 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998) This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.
