THIS IS A SOURCES ANNOUNCEMENT. THIS SYNOPSIS IN NOT A REQUEST FOR PROPOSAL. INTRODUCTION The Naval Air Systems Command (NAVAIR) is seeking industry input for the most efficient and economical approach for training Rotary Wing Student Naval Aviators. NAVAIR intends to acquire this effort on a competitive basis for the Chief of Naval Aviation and Training (CNATRA). NAVAIR will host an Industry Day and Site Visit, at Naval Air Station (NAS) Whiting Field, FL in the first quarter of CY16. The results of this Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. This market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. ANTICIPATED PLACE OF PERFORMANCE Training flights shall originate and terminate at NAS Whiting Field, Milton, Florida. Classroom and simulator training shall be conducted within a 10 mile radius of NAS Whiting Field. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The TH-57 program background may be reviewed via the competition library. How to access the Competition Library: Request an account at https://pma273.navair.navy.mil REQUIRED CAPABILITIES The helicopter training program must provide the following: 1. Ground instruction for Rotary Wing Student Naval Aviators to include aircraft specific systems training, flight simulation training devices (FSTD) such as full flight simulators (FFS) flight training devices (FTD), and aviation training devices (ATD). All flight training /instruction will be done by active duty officers. Any training devices shall comply with current Federal Aviation Administration (FAA) National Simulator Program (NSP) guidelines, to include certification, available at http://www.faa.gov/about/initiatives/nsp/. In addition to the general FAA requirements, it is desired that the simulators allow linked formation flight training as well as simulated operations to and from USN ships. The academic program shall include the academic courseware/curriculums to support both the rotary wing and tilt rotor syllabi. Rotary wing student load is approximately 500 with surge capability to 600 per year. The average student load for tilt rotor student pilots is 90 with surge capacity to 100. Class sizes may vary from 20 to 40 students per class with an average class size of 30 and approximately 18 classes per year. In addition to the flight students, 60 to 80 instructors go through the instructor syllabus per year. •2. 2. Government Furnished Equipment and/or Contractor Furnished Equipment provided FAA certified helicopter or mix of helicopters capable of meeting FAA NextGen requirements to support the military instruction syllabus. If multiple Type, Model, Series (T/M/S) are proposed, at least one T/M/S will be a single-pilot Instrument Flight Rules (IFR) FAA certified helicopter. The Contractor can utilize both Visual Flight Rules (VFR) and IFR T/M/S to meet contractual requirements. a. The helicopters shall meet the following requirements: 1. capable of performing external load hookups and flight, with a minimum of a 200 lb. external load capability; 2. compatible in flight with military night vision devices; and, 3. capable of performing full auto-rotations to the ground repeatedly, without any required post-maneuver, post-flight auto-rotation specific inspections. b. Helicopter fleet size capable of supporting the daily flight schedule provided by CNATRA. The current daily flight schedule is for 220 to 260 single-training flights within a 16-18 hour window of flight operations (currently 0800-2400). A single-training flight is approximately 1.8 hours (sortie). 3. Transition to 100% new approach or system from the current TH-57 training system via most expeditious, efficient and cost effective method. 4. Submission of disposal documentation to CNATRA for the TH-57s removed during the transition to the new aircraft. ELIGIBILITY The applicable NAICS code for this requirement is 611512, Flight Training, with a Small Business Size Standard of $27.5M. The Product Service Code is U099. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify its business size in its capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (SITE VISIT) NAVAIR intends to hold an industry day and site visit at NAS Whiting Field, Milton, FL in the first quarter of CY16. Please monitor FedBizOpps for additional information on this event as it becomes available. This scheduled Industry Day and Site Visit will enable potential offerors to further understand the AHTS requirement and history behind the current TH-57 Training System (TS) equipment and services, as well as tour certain facilities with specific interest to the training system. Attendance at this industry day and site visit is not a requirement and in no way impedes any company from submitting a response to this Sources Sought notice and/or a proposal in response to any forthcoming solicitation. Release of a formal Request for Proposal (RFP) is anticipated in the first quarter of FY17. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) It is requested that interested parties submit a capabilities statement of no more than thirty (30) pages in length in Times New Roman font of not less than 10 pitch. All responses shall include company name, company address, and a Contracts main and alternate point of contact that are able to discuss the material submitted. Point of contact information shall include name, position, phone number, fax number, and email address. The capabilities statement shall demonstrate the company's ability to perform the services noted above through its response to the following items. 1. Describe your Company's capabilities and relevant prior/current experience germane to personnel and site performing each service within the last five (5) years. For each experience referenced, please provide contract number, organization supported, the indication of whether performance was as a prime or subcontractor, contract value, Government point of contact with knowledge of the contract (if available), and a brief description of how the referenced contract relates to the requirements objectives herein. •2. 2. Provide a statement whether your interest in this effort is as a prime offeror or to express interest regarding subcontracting possibilities. If as a prime, is your company capable of performing 50% of the work (IAW FAR clause 52.219-14) and do you intend to perform 50% of the work as the prime offeror? Are you currently capable of fulfilling the requirements in which you express interest? If not, describe any limitations your company may have for responding to these requirements. Include limitations and courses of action necessary to overcome the limitation. Identify whether the limitation is based on cost, schedule or technical performance issues you feel should be considered. Describe your capacity for this effort. Explain any element of this requirement (such as engineering, aircraft integration, technical data development, testing, etc.) that your company either cannot perform or what capabilities must be established to accomplish tasks that result from the requirements. 3. Describe your Company's organization to include major products/services, primary customer base, number of employees, annual revenue history, office location, cage codes, statement regarding current Small Business Administration (SBA) business size and socio-economic classification under (small, small disadvantaged, service disabled, veteran owned, HUBZone, etc.), and contact information (telephone and email) for two points of contact of those able to discuss the material submitted. 4. Describe the proposed or required facilities for this effort to include ground based training and helicopter fleet management. 5. Describe how you will obtain/maintain, as applicable, FAA Type Certification or Supplemental Type Certification. 6. Provide the proposed approach or plan for the reliability, maintainability and supportability of your solution. 7. Provide your ideas on how to structure this contract to include contract type and contract line item structure. 8. Provide your ideas on how to enhance contract performance through the use of contract performance incentives. Your capabilities statement shall include contract incentive scenarios (cost, schedule, and/or technical) and shall also include draft contract clause language which specifies the requirements the offeror has to meet in order to obtain the incentive. In addition to the capabilities statement outlined above, the Government is seeking from interested parties, additional comments and/or recommendations in the following areas: 1. Identify the risks and provide your solutions to technical, schedule and cost risks of your approach. 2. The Government is evaluating the benefits of contract terms ranging from five to ten years (including the use of multi-year contracts) and is interested in receiving from industry specific examples of long-term benefits of a total contract terms more than five years (one-year base plus four one-year options), such as a one-year base plus five to nine one-year options. Please provide specific examples of enhanced strategic relationships, increased cost efficiency of ramp-up or infrastructure investments, advantageous contract terms that would apply, or any other efficiencies that would be available only through such a longer term contract (information regarding contract lengths greater than ten years will be accepted, but should be provided separately from information regarding a ten year contract length). Additionally, please provide comments and/or recommendations regarding the effect of contract duration on cost effectiveness and industry participation. •3. 3. Discuss the risks and liabilities associated with your approach related to the requirements for insurance. 4. If applicable, include your assessment as to how long the transition to a new or different training system will take and the cost benefits associated with transitioning within your specified time period. (Note: Transition shall have no impact to student throughput.) 5. The Navy expects to include an option to procure any equipment utilized under this contract or an option for a follow-on contractor to procure or lease any equipment utilized under this contract (based on a pre-negotiated residual value schedule). Please provide any concerns you have related to this requirement. •6. 6. The Government is looking for the most cost efficient way to procure the training for the Rotary Wing Student Naval Aviators and the logistical support needed to meet the training requirements as described above. What methods of cost efficiency could your company provide to meet these requirements? 7. The training syllabus in the Competition Library is for the current TH-57B/C training platform. Provide potential solutions that would optimize the syllabus with your company's proposed training system or approach. •8. 8. Description of the complete training system makeup (including number and types of ground and flight training devices). Upon evaluation of capabilities statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify subcontracting goals. Your Capabilities Statement shall be submitted to the Contract Specialist, Duane Drury, in either Microsoft Word or Portable Document Format (PDF), via email at duane.drury@navy.mil with a copy to Noelle Reimers at noelle.reimers@navy.mil. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. This request is for informational purposes only. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. The Government does not intend, nor is it under any obligation, to provide responses or comments on the submitted capability statement package.
