Description
Pursuant to Federal Acquisition Regulation (FAR) Subpart 8.405-6(a)(B), the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Regulatory Research (RES), intends to issue a sole source order to Battelle Memorial Institute 505 KING AVENUE, COLUMBUS, OH 43201. The NRC proposes to enter into a sole source arrangement with Battelle Memorial Institute through GSA Federal Supply Schedule for a follow on project to provide technical support by assisting the NRC in resolving technical issues identified during testing and application of the Extremely Low Probability of Rupture (xLPR) code in the areas of COD and crack stability. The contractor will provide technical support in performing sensitivity studies to investigate drivers for uncertainty in xLPR results. In addition, the contractor shall assist the NRC in updating existing legacy codes and data developed during the earlier NRC piping integrity program. While performing work under the current contract NRC-HQ-13-F-04-0001 entitled "Piping Integrity Analyses II" and previous NRC piping research programs, Battelle has accrued specialized expertise in piping integrity analysis and has developed unique calculation methods for measuring crack opening displacement and crack stability. Significant time and resources would be required for a new organization to reach the level of knowledge and experience already achieved by Battelle. Battelle's accrued experience obtained from previous and current work for NRC in this area combined with its unique capabilities supports a logical follow on award. Battelle is the only source that has the necessary knowledge, staff, skills, and technical expertise to successfully complete this project within the required timeframe and budget. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541330 "Engineering Services" and size standard is $15 million. The Government intends to solicit and negotiate directly with Battelle Memorial Institute, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Sharlene.McCubbin@nrc.gov. No faxed documents will be accepted. If no responsive statements are received by 02/12/2016 at 12:00 PM EST, an award will be made to Battelle Memorial Institute.
