- Description
- The Naval Medical Logistics Command (NMLC) is seeking sources to conduct hemorrhage resuscitation research for blood gas analysis and electrolytes. This contract will provide for the delivery of blood gas cartridges for use in the Instrumentation Laboratory GEM Premier 4000 blood gas analyzer with up to 45 of GEM 4000 BG/Hct/Lytes/G/L/CO-Ox 75 test iQM and 45 GEM 4000 BG/Hct/Lytes/G/L/CO-Ox 150 test iQM. This requirement is in support of the Naval Medical Research Unit San Antonio (NAMRU-SA), Fort Sam Houston, Texas. The requirement is required for a critical NAMRU-SA requirement to provide specific blood gas cartridges for the GEM Premier 4000 blood gas analyzer. Instrumentation Laboratory Co. is the only manufacturer and distributor capable of providing the cartridges and supplies used in the GEM Premier 4000 blood gas analyzer. Instrumentation Laboratory Co. has the exclusive right and license to sell the products specified within this notice directly under the Instrumentation Laboratory Trademark throughout the world. The period of performance for this contract is anticipated to be a base period of 12 months followed by two 12-month option periods for a total of 36 months. If capable sources are not identified through this notice, then NMLC intends to award a sole source contract under the authority of FAR 6.302-1 to Instrumentation Laboratory; 180 Hartwell Road, Bedford MA, 01730 for the performance of the described requirement. This sources sought notice is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 1 (8.5 x 11 inch) page using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 12:00 PM Eastern Time, 01 September, 2015.
