THIS IS A REQUEST FOR INFORMATION (RFI). THIS IS NOT A SOLICITATION ANNOUNCEMENT. The purpose of this notice is for the Government to obtain market research information and gain an understanding of the marketplace. Assessment of the Current State of Electronic Warfare (EW) Technology Request for Information (RFI) January 2016 Email: usarmy.apg.rdecom-cerdec.mbx.i2wd-ioew-rfi@mail.mil Synopsis: THIS IS A REQUEST FOR INFORMATION (RFI). THIS IS NOT A SOLICITATION ANNOUNCEMENT. The purpose of this notice is for the Government to obtain market research information and gain an understanding of the marketplace. The US Army's Intelligence & Information Warfare Directorate (I2WD) is seeking information from academia, laboratories and industry regarding both internally-funded Independent Research and Development (IR&D) efforts and externally funded (contract or grant) efforts on EW techniques, hardware, software, and systems (including fielded systems) that address signals in three technology areas (see classified Addendum - Part 1). This RFI seeks information on EW (primarily Electronic Attack [EA] and Electronic Warfare Support [ES]) techniques, hardware, software, and systems (included fielded systems) that have demonstrated TRL 6 and higher against signals in the three technology areas. This RFI also seeks information on EW (primarily EA and ES) techniques, hardware, software, and systems in development at TRL 3 and higher against signals in the three technology areas. Knowledge of EW development efforts currently underway within industry, laboratories and academia to develop and demonstrate systems that can perform EA and/or ES against current and emerging threats will help the I2WD to identify technology options in support of future Army EW efforts. Disclaimer: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is a pre-solicitation RFI and the I2WD is currently conducting market research only. No award is intended as a result of this RFI. The Government will not reimburse the respondents for any costs incurred in the preparation of responses to this RFI, or for participating in information exchange regarding details of the RFI. Due Date: 3PM EST on 19 February 2016. Pending a review of the responses, the quality of submissions and the level of specification of the information provided, Government may conduct follow up discussions (if needed) with respondents. Please note, however, that the Government is under no obligation to conduct these follow-up Q&A sessions. Description: The mission of the US Army CERDEC I2WD is to research, develop, and transition advanced Cyber, EW and SIGINT capabilities based on an integrated common open architecture. The I2WD is responsible for the development of the next generation of offensive EW capabilities as part of an overall integrated Cyber/EW/SIGINT strategy. In order to minimize redundant capability development, it is essential that the I2WD garners situational awareness of ongoing efforts/capabilities within industry, laboratories, academia, DOD, and other Government agencies. Requested Information: The I2WD requests specific information regarding both research and development efforts as well as fielded systems that address signals of interest in the three technical areas identified in Part 1 of the classified Addendum. Information sought includes: •Section 1. Brief description of the company, laboratory or academic institution and expertise as pertaining to EW (two paragraphs maximum). •Section 2. Completed or ongoing efforts (i.e., techniques, hardware, software or systems) mapped to the signals in the three classified technology areas (see classified Addendum and accompanying classified spreadsheet template for specifics of the three technology areas). The Government shall furnish all respondents that can demonstrate the ability to receive, store and generate classified information with a classified template that identifies the three broad technology areas. The respondent shall populate these templates with data pertaining to their programs. This section will consist only of the respondent's completed versions of the Government furnished templates. The respondent shall also indicate the funding source for each effort in the template. No additional information is required in this section. •Section 3. This section shall contain a brief description of each completed or ongoing effort identified in Section 2. The respondent should include a Technology Readiness Level (TRL) assessment for each technique, hardware, software or system. Along with each TRL, the respondent should provide justification and evidence for the TRL maturity assessment. For efforts that the respondent assesses at TRL 6 and above, the respondent shall include demonstrated performance data against signals in the three technical areas (including when/where it was demonstrated and how it performed). The combined length of the description of each effort and TRL assessment should not exceed one page (single spaced, 10 pitch font minimum). This page limit does not include any existing supporting documentation that the respondent believes may be germane to this effort. Government test reports, contractor test reports, and any other existing in-house generated technical data that will confirm the respondent's TRL assessment are of interest to the I2WD. •Section 4. For each effort identified in Section 3, the respondent may also submit a technology development roadmap. oRoadmaps should show the current TRL and the ending TRL (and date) at project completion. oThe respondent may identify which parts of the roadmap are currently funded and which are unfunded. oFuture cost estimates, ROMs, and information regarding funding amounts are NOT requested for this RFI. oEach roadmap should not exceed one page or one slide. How to Obtain the Classified Addendum: To request the classified addendum, please send an email to usarmy.apg.cerdec.mbx.i2wd-ioew-rfi@mail.mil with your CAGE/SMO code and proof of your ability to receive, store and process SECRET information. Only one request per organization will be accommodated. Access to the Addendum will be limited to those organizations who are able to receive, store and process SECRET//NOFORN information. Respondents who are unable to demonstrate the ability to receive, store and process classified information will not be considered. How to Submit Questions on the RFI: All questions shall be submitted via email and shall contain the subject line: Assessment of the Current State of Electronic Warfare (EW) Technology RFI. UNCLASSIFIED questions and requests for clarification concerning material in this RFI should be submitted to usarmy.apg.rdecom-cerdec.mbx.i2wd-ioew-rfi@mail.mil no later than 3PM EST 5 February 2016. SECRET level questions and requests for clarification concerning material in the RFI should be submitted via SIPRNet to usarmy.apg.cerdec.mbx.i2wd-ioew-rfi@mail.smil.mil no later than 3PM EST 5 February 2016. Any other forms of requests for additional information will not be honored. Clarifications from the Government may be UNCLASSIFIED - "Distribution D: Distribution authorized to Department of Defense (DOD) and U.S. DoD contractors only" or SECRET information. This controlled information will not be disseminated without appropriate proof of the respondent's ability to access SECRET materials. Submission Requirements: All documents that mention or allude to the Army's three technology areas and the signals of interest shall be marked SECRET//NOFORN. All respondents to this RFI must have the ability to receive, store and generate SECRET//NOFORN information. No reading room will be established in conjunction with this RFI. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (material submitted in response to this RFI will not be returned). All submissions shall contain section headings and provide the information requested under each section in order to be evaluated. Technologies/research efforts < TRL 2 should not be submitted in response to this RFI. The respondent may include data on one or more of the signals of interest in each of the three technology areas. The absence of a response in one or more technology areas will not be viewed adversely by the Government. Classification of RFI Responses: Responses that contain U.S. classified military information (CMI) generated in conjunction with a DOD program should be classified in accordance with the applicable Security Classification Guide (SCG). A copy of the applicable SCG under which the program in questions is being developed/fielded should be included with the submission. Only U.S. citizens are authorized to respond to this RFI. Submittal of RFI Responses: Responses to this RFI may be submitted on a CD/DVD in MS Office or Adobe.pdf format. In lieu of a CD/DVD, the respondent may submit an electronic response via SIPRNet. A Table of Contents and List of Figures are not desired. I2WD anticipates that all responses to this RFI will be classified SECRET//NOFORN. All responses shall have appropriate paragraph markings (i.e. portion marking) commensurate with the classification of the information presented therein. RFI Evaluation Support: I2WD intends to use the National Security Engineering Center (an FFRDC operated by MITRE) and Systems Engineering and Technical Assistance (SETA) contractors as part of our pool of EW subject matter experts. All non-Government personnel participating in the evaluation have signed Non-Disclosure Agreements (NDA) with the Government. If the respondent believes it necessary to have their own NDA in place with the evaluators, we request that you provide us your Non-Disclosure Agreement (NDA) template as part of your response to this RFI.
