Attachment D - Statement of Work Attachment C - Evaluation Approach Attachment E - Price Quote Attachment A - Contract Clauses and Solicitation Provisions Attachment B - Quote Submission This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number SB1335-16-RQ-0096 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Quote (RFQ). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-77 dated 14 Oct 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 541611. This procurement action is a 100% set-aside for small businesses. The National Institute of Standards and Technology (NIST) intend to award a 12 month Firm Fixed Price Contract in accordance with FAR Part 12.203 for the National Telecommunications and Information Administration. The purpose of this contract is to develop and provide thoroughly researched documents to comprise a Multistakeholder Toolkit to serve as an information resource for those interested in initiating, understanding, or participating in multistakeholder approaches to address Internet policy issues. The offeror shall perform all work at the offeror's facilities and shall provide all necessary personnel, materials, equipment, and supplies to fulfill the requirements of this solicitation. Contract Line Item Numbers (CLINS) are provided below: CLINS Quantity Each Unit Price Amount 0001 - Deliverable 1: Narrative 1.00 EA 0002 - Deliverable 2: Case Studies 1.00 EA 0003 - Deliverable 3: Reference Material 1.00 EA 0004 - Deliverable 4: Inventory 1.00 EA Total Contract Amount Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; Addendum is provided in Attachment C. Provision 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government intends to award a firm-fixed-price contract to the responsible offeror whose quote conforming to the solicitation represents the best value. Provision 52.212-3, Offeror Representations and Certifications - Commercial Items, applies. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies; Addendum is provided herein (Attachment A). Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies. The Defense Priorities and Allocations Systems (DPAS) and assigned rating do not apply to this acquisition.
