- This is a Sources Sought Announcement and request for information only. This is not a Request for Proposals and does not constitute a commitment, implied or otherwise, that the Government will take procurement action on this matter. Requests for a solicitation will not receive a response. The Government will not be responsible for any cost incurred in furnishing information provided under this Sources Sought Announcement. Responses will assist the Government in determining potential responsible sources and to determine the technical capability of the domestic production base. 1. OVERVIEW The US Army Contracting Command, Aberdeen Proving Ground - Garrison Contracting Division, 6001 Combat Drive, Aberdeen, Maryland, 21005 are conducting a Sources Sought market survey to identify sources with the interest and capability to provide a Catholic Parish Coordinator. The contractor shall be responsible for the logistical, administrative and programming support for the Catholic religious program at Aberdeen Proving Ground, Main Post Chapel and Edgewood Chapel. All of these services shall be in accordance with established practices and tenants of the Roman Catholic Church and Army Regulation (AR) 165-1. Specifically, the contractor shall perform or have someone perform: 2. REQUIREMENTS The Catholic Priest (hereafter referred to as the Contractor) will oversee coordination and celebration of all Masses and Sacraments. This is to include coordination and supervision of all activities/events planned through the Catholic Parish. 3. Qualifications The Contractor shall include in response a written statement that demonstrates the proposed personnel's ability to meet the below qualifications: 1 The ability to communicate effectively with chaplains, volunteers, and government representatives in English orally and in written format (i.e. advertising and marketing, instructions, invoices, etc.). 2 The ability to work with multiple congregations & faith groups. Effective interaction with individuals from different religious faith groups is imperative. 3. Knowledgeable of computer software programs to include Microsoft Office, Work Excel and Power Point. 4 Must be able to read, write and speak English fluently and clearly with excellent comprehension. 5 Experience in military chapel programs is preferred as the position relates to interacting with military families and staff continuously. 6 Must be able to obtain a Government issued Common Access Card (CAC). 7 All services under this contract shall be performed by an active practicing member of the Roman Catholic Church in keeping with the policies of the senior priest and the Archdiocese of Military Service. All work shall be accomplished within the guidelines of the Roman Catholic Church. 8 The Catholic Chaplain, prior to award of the contract, will evaluate that the contractor is a priest in good standing with the Archdiocese for Military Services regarding the ministry of the Catholic doctrine and determine speaking and comprehension ability. 3. INSTRUCTIONS TO POTENTIAL RESPONDENTS - DELIVERABLES This is NOT a Request for Proposal. Companies that desire to participate in this sources sought are encouraged to submit a response, via email, which supports the company's claim that it presently has the qualifications, experience, and capabilities to satisfy the requirements. Specifically, any interested companies are requested to provide the following information: 1) Name of Company 2) Business CAGE code 3) Point of contact and phone number 4) Size of Business according to North American Industry Classification System (NAICS) Code 813110 5) Other suggested NAICS codes for this program and your size classification based on these codes. 6) Company certifications (e.g. ISO-9001, ASI-9100, CMMI) 7) Would you propose on a potential procurement as a prime or subcontractor? 8) Information on whether the product is considered commercial in accordance with the quote mark commercial item quote mark definition found in Federal Acquisition Regulation (FAR) part 2.101.
