- Sources Sought Notice Simplified Acquisition of Basic Engineering Requirements 1/28/16 This is a ¿Sources Sought Notice ¿ for the purpose of conducting market research, and obtaining industry information ONLY. Proposals are NOT being requested, nor accepted at this time. The purpose of this synopsis is to obtain information from businesses that would be interested and capable of providing the types of services noted below. The National Park Service (NPS) will use information obtained through this synopsis as well as other market research to develop an acquisition strategy. The NPS anticipates soliciting and awarding a ¿Simplified Acquisition of Basic Engineering Requirements ¿(SABER) contract. SABER is a type of Indefinite Delivery, Indefinite Quantity (IDIQ) contract associated with construction, maintenance, repair and alteration of real property. The primary area of coverage will be NPS Parks located within the States of Kentucky and Tennessee. This includes Andrew Johnson National Historic Site, Obed Wild Scenic River, Great Smoky Mountain National Park, Stones River National Battlefield, Fort Donelson National Battlefield, Shiloh National Monument and Preserve, Mammoth Cave National Park, Big South Fork National River and Recreation Area, Cumberland Gap National Historic Park, and the Abraham Lincoln Birthplace National Historic Park. Typical work under the SABER contract will include, but will not be limited to minimal design services, construction of facilities, interior and exterior facility renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, interior & exterior utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, surveys, studies, and other related work. All work will be accomplished in accordance with individual task order requirements, master specifications, contractor developed construction drawings, and a detailed estimate developed using a contract specific cost estimating software and unit price databases. The term of the contract shall include a base period of 1 year with options for 4 additional one year periods. It is anticipated task orders will typically range between $10,000 and $350,000 each with a minimum task order value of $2,000, and a maximum task order value of $1,000,000. The total of individual task orders placed against the SABER contract shall not exceed $10,000,000. The North American Industry Classification System (NAICS), code will be 236220. The small business size standard will be $33.5 million average annual revenue for the previous three years. Again, at this time the NPS is not accepting proposals but is requesting that interested businesses respond to this notice by furnishing the following information by February 15, 2016. (1)Company name, address, point of contact, telephone number, and email address. (2)Business type: 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Woman Owned Business, or small business, etc. (3)Provide a general statement of your qualifications, capabilities and ability to perform the required types of work. (4)Brief description of construction & design / build services similar to that described above provided within the past 5 years. Minimum information should include the following: Contract price, project location, date of services, a brief description of the services. Do not send photos at this time. Contracts / projects submitted must be similar in scope and dollar value to the work described in this sources sought. (5)Responders should demonstrate that they have the capacity to perform all aspects of the types of work described in this synopsis, either by their in-house capabilities or through their teaming / subcontractor ¿s capabilities. All responses to this notice should be submitted to Laurie Sherrod at laurie_sherrod@nps.gov by no later than close of business February 15, 2016.
