Description
The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers to relocate Runway 13R Localizer Antenna Array, Shelter, DME and associated work at Dallas Love Field Airport, Dallas, TX. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). See Section III for documentation required to be submitted and evaluated to determine which vendors receive the solicitation. SECTION I REQUIREMENT SCOPE This project will relocate the Runway 13R localizer antenna array and associated equipment shelter and DME antenna outside the RSA. Additionally, the runway 13R existing glide slope shelter, tower and antennas are to be replaced with new (GFM) units. All work shall be in accordance with the project plans and specifications. The estimated value of the proposed construction project is between $1,000,000.00 and $5,000,000.00. Contract performance time will be 90 calendar days. The anticipated start date for the project is mid-April 2016. PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED AS PART OF THE SOLICITATION. SECTION II- CONTRACT TYPE AND EVALUATION CRITERIA Award will be made to the responsive and responsible offeror whose offer results in the lowest total price per project. The North American Industry Classification System (NAICS) is 237990, Other Heavy and Civil Engineering Construction. The small business size standard is $36.5 Million. This procurement is set aside for Small Businesses. SECTION III- GO/NO GO CRITERIA The initial information submitted will be evaluated on a Go/No-Go basis. Prospective offerors must receive a œGo on all of the following criteria to receive the solicitation. The Government reserves the right to perform clarifications or discussions with any offerors. To receive a œGo rating the offeror must have 5 years of experience performing the type of work described in Section I at an airport or other FAA/life safety facility, and must provide past experience information for three projects of the same size/scope that have been successfully completed within the last five years. All past performance references must include contract number, dollar value, project description, duration, and project owner point of contact to include phone number and email address. Responding companies must be able to provide the necessary bonding for a project of this size (construction estimate of $1,000,000.00 to $5,000,000.00). Responding firms must submit the following completed documents, which are attachments to this notice: 1. Business Declaration Form 2. Sensitive Security Information Form 3. Past Experience Information The information provided will also be used as part of the firm ™s responsibility determination. Responses must be emailed to jeffrey.adkins@faa.gov, no later than 4:00 PM CDT 2/08/16. Please place "Attention: DTFACN-16-R-00074 “ Dallas Love Field in the subject line of your email. No telephone requests will be accepted. Requests received after the referenced date and time will not be honored. Failure to submit all required information will deem the request for solicitation as non-responsive. Solicitation packages will be provided to the first 12 requestors receiving a ˜Go ™ rating on their submission. NOTE: Contractors must have an active registration in the System for Award Management (SAM), www.sam.gov before award can be made.
