Description
THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION ANNOUNCEMENT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Technical Applications Contracting Office, Ft. Eustis, VA is seeking information for non-developmental, Government Off-The-Shelf or Commercial Off-The-Shelf (GOTS/COTS) replacement airframes for the A/MH-6 aircraft The airframe is defined as the structural fuselage only, it does not include the nose/canopy, tailboom, engine fairing, or landing gear. Airframe shall have Federal Aviation Administration (FAA) certification or DOD airworthiness certification. Airframe shall interface with the same components as the existing airframe to include the main rotor, nose, tailboom, drivetrain, flight controls, engine, landing gear, fuel cells, and mission equipment packages. Airframe shall have a crashworthy seat system that meets the applicable requirements for the FAA, 14 Code of Federal Regulations (CFR), Part 27, Airworthiness Standards, Normal Category Rotorcraft, requirements for a 235 pound male. The response should also address the availability of maintenance manuals for sustainment of all components. Interested sources shall clearly demonstrate past performance, experience, and expertise in providing airframes. All interested, capable, and responsible sources are requested to provide a statement of interest along with submit a brief summary of their Capabilities/Facilities and approach to supplying the part listed in this RFI. This sources sought/RFI is for the purpose of Government market research in accordance with Federal Acquisition Regulation Part 10. This RFI is issued for planning purposes only and is not a Request for Proposal (RFP), Invitation for Bid (IFB), or an obligation on the part of the Government to acquire any products or services. In accordance with (IAW) FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse respondents for any costs associated with the preparation or submission of the information requested. All costs associated with responding to the RFI will be solely at the responding party's expense. The information provided may be used by the Government in developing an acquisition strategy, a statement of work (SOW), statement of objectives (SOO), or performance specifications. Some information resulting from this RFI may eventually be included in one or more RFPs, which will be released to industry. Proprietary information should be marked. Any subsequent actions resulting from the evaluation of the information provided in response to the RFI may be synopsized at a future date. In an effort to ease the coordination for potential need of nondisclosure agreements between multiple parties as part of the Government's market research, the following disclaimer is provided: The Government will treat all RFI responses as proprietary and to disclose the contents only for the purpose of Government market research and acquisition planning activities. Standard proprietary disclaimers notwithstanding, the Government intends to use non-Government technical support contractors and technical experts who have signed a nondisclosure agreement with the Government. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
