- NASA/GRC has a requirement for the procurement of natural gas supply auction services for the NASA Glenn Research Center (GRC) located in Cleveland, OH (Dominion/East Ohio Gas) and the NASA Plum Brook Station (PBS), located in Sandusky, OH (Columbia Gas). GRC uses approximately 550,000MCF per year and PBS uses approximately 40,000MCF per year. Contractor responsibilities shall include: assist in the solicitation, selection, and award of contracts with natural gas suppliers; advise the Government on business issues and market conditions. The resultant contract will have an anticipated effective date beginning on or about February 10, 2016, with a 12 month period of performance. The contractor shall be capable of assisting in the solicitation and award of the GRC natural gas supplier contract between 2/10/2019 and 2/19/2016. These dates are critical in order for GRC to complete all necessary contract documents to meet the utility deadline requirements and the natural gas flow date of 4/1/2016. The contractor shall provide its approach to accomplish the aforementioned activities. The response shall include its plan, capabilities, and qualifications to provide these aforementioned services to meet the stated timelines as well as any recent experience similar in nature to the aforementioned activities. Your response shall provide a detailed pricing breakdown to include what NASA Glenn Research Center will be charged for the service including any management or transaction fees, as well as fees included in the selected gas supplier prices. The contractor shall affirm that there shall be no other fees, other than those disclosed, charged to or received from the natural gas supplier selected. The Government will evaluate all offers received and make a selection based on the best value to the Government considering the contractor's overall response to this solicitation. This announcement is a full and open competition. Each offer submitted shall not exceed 10 pages This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quote (RFQ). Offers are hereby requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 4:30 p.m. EST on 2/02/2016.
