Description
This is a Request For Information (RFI) only. There is no solicitation package available at this time. The following information is provided to assist the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ, in conducting market research of industry for providing Examination and Evaluation Data Collection Tool (EEDCT) software and maintenance support services to the United States Navy Fleet Readiness Centers (FRCs) for airframe, component and engine maintenance and engineering software and services to meet the requirements of the Naval Aviation Enterprise (NAE). The FRCs support includes the Examination and Evaluation (E&E) phase of the maintenance process, when depot artisans identify over-and-above (i.e., non-standard) discrepancies. To successfully complete their mission, the FRCs have a need for a tool to provide E&E personnel the ability to sort by configuration of the item (i.e., airframe, engine, etc.), type of inspection being performed and / or the related trade skill. The requirement is for the contractor to provide a commercial-off-the-shelf (COTS) software application, on- and off-site support services required to maintain / expand this application at FRC sites and other Department of Defense (DoD) locations, and interface development and / or maintenance activities associated with the COTS software. The software application shall initially be required to run on both desktop and pen-tablet personal computers, and should allow wireless networking that permits the E&E Inspectors to have powerful, easily mobile electronic assistance within his / her environment. In the future, the FRC is moving toward a single instance of the JDA Maintenance Repair and Overhaul (MRO) database with multiple sites implemented within that database. In addition, the single site will be responsible for the hardware architecture. This new architecture shall be the platform upon which the base EEDCT software shall be implemented. There shall still be the need for portable devices (currently pen tablets) and local portable computers (PC's) serving as means to perform the E&E data capture function along with an interface to link the software application with JDA's MRO software suite, the Naval Air Systems Command's (NAVAIR's) system of record for maintenance, repair and overhaul. Place of performance is anticipated to be primarily at the contractor's facility in addition to performing work at individual work locations that include, but are not limited to: FRC East at Cherry Point, NC (including Intermediate locations at Marine Corps Air Station (MCAS) New River, NC and MCAS Beaufort, SC; Marine Corps Air Facility Quantico, VA; and Marine Aviation Logistics Squadron 49, Newburgh, NY)); in the FRC Southeast at Jacksonville, FL (including Intermediate locations at Naval Air Station (NAS) Key West, FL and NAS Mayport, FL)); and in the FRC Southwest at North Island, CA (including Intermediate locations at MCAS Miramar, CA, MCAS Pendleton, CA and MCAS Yuma, AZ; and NAS Point Mugu, CA). Interested vendors shall identify system capabilities that satisfy the Navy's requirement, as described above and submit along with a statement describing their organization's knowledge and capabilities for satisfying the Government's needs. Responses should include the (1) business name and address; (2) name of company representative, their business title and contact information; (3) at least three (3) examples of past performance of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of the specific work performed as it relates to the services described herein; (4) CAGE; (5) DUNS' and, (6) current business size status under NAICS 541990. Proprietary information and trade secrets, if any, must be clearly marked on all material. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. This RFI is issued solely for information and planning purposes only. The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses to this RFI. Respondents are notified that a formal solicitation may not necessarily result from this RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided by industry to the Government as a result of this sources sought is voluntary. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or Government use of such information. The information obtained from industry responses to this notice may be used in the development of the acquisition strategy and future requests for proposal.
