Description
This is a sources sought notification. This is a market research tool to determine the availability of sources. This announcement is for information and planning purposes only. The intent of this notice is to identify all Small Business, Veteran “Owned Small Business, Service Disabled Veteran Owned Small Business, Certified HUBZone Small Business, Small Disadvantaged Business and Women Owned Small Business certified by the Small Business Administration (SBA) capable of providing leased fuel truck at Joint Base Anacostia-Bolling (JBAB). Contractor shall provide services for the following Naval Facilities Engineering Command, Washington. The North American Industry Classification System (NAICS) code for this proposed competitive procurement is 532490 (size standard $32.5 Million). This procurement is for a single award contract. The contract is for one (1) base year and one (1) one year option period, not to exceed 24 months. 1.The Contractor shall provide (4) four leased 5,000 or 6,000 gallon fuel trucks. 1.1.These vehicles must be able to support both single point and overwing refueling and defueling operations. 1.2.These vehicles will be equipped with API 1581 5th generation filter elements certified to handle Jet A jet fuel with FSII additive. 1.3.These vehicles must be fully inspected and documented as being in compliance with Title 49 CFR FMCSR and COMAR. 1.4.All scheduled maintenance required for these refueling vehicles to sustain operations for the entire period of the contract. 1.5.Pressure controls and bottom loading safety overfill prevention systems will be fully operational and meet original USAF / DOD design specifications. It is requested that interested businesses capable of providing the services sought submit to the contracting office a brief capabilities statement package (no more than 3 pages in length, single-sided, single spaced, 12 point font minimum) demonstrating the ability to perform the requested service. The capability package must be complete and sufficiently detailed to allow the Government to determine the firms qualifications to perform the defined work. PAGES IN EXCESS OF THREE (3) PAGE LIMIT WILL NOT BE CONSIDERED. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. Respondents will not be notified of the result of the evaluation. A.The documentation shall address, at a minimum, the following: 1) Name and address of firm 2) Data Universal Numbering System (DUNS) number 3) Commercial and Government Entity (CAGE) code number 4) Year firm was established and number of employees 5) If applicable, Small Business designation/status (e.g., 8(a), HUBZone, Service Disabled Veteran Owned Small Business, Woman Owned Small Business, et cetera). B.RELEVANT EXPERIENCE to include experience in performing efforts of similar value, scope, and size within the last three (3) years. The following Government or commercial information shall be provided for each of your relevant experiences: 1)Contract number and project title 2)Name of contracting activity 3)Primary Point of Contact for the project. Provide name, telephone number and email address for point of contact. 4)Indication of whether your firm acted as the prime contractor or was a subcontractor 5)Contract period of performance and contract value 6)Brief summary of work performed and how it related to the technical services sought by this Request for Information DUE DATE: Interested parties should send their Capabilities Statement Package by 15:00 (EST) on Monday, February 4, 2016 to angela.m.hughes@navy.mil.
