Description

SCREENING INFORMATION REQUEST (SIR) REQUEST FOR OFFER (RFO) Purpose of Announcement: The Federal Aviation Administration, Aeronautical Information Services (AJV-5) has a requirement for Instrument Approach Procedures Automation (IAPA). The FAA contemplates a single award of an indefinite delivery requirements type contract. The period of performance is anticipated to be one base year and four (4) separate one-year option periods, if exercised. This solicitation/request for offer is available for FULL AND OPEN competition and does not contain any set-aside restrictions. Both large and small businesses may participate in this SIR/RFO. The NAICS code for this effort is 423430 for "Computer and Computer Peripheral Equipment and Software Merchant Wholesalers" with a size standard of 100 employees. Each offeror must submit a proposal in accordance with the instructions in Section L of the SIR/RFO. Proposals will be evaluated in accordance with Section M of the SIR/RFO. Proposals are due no later than 1:00 p.m. local time CST (Central Time Zone), February 29, 2016 and must be submitted to the Mike Monroney Aeronautical Center (MMAC) FAA, Customer Service Desk (AAQ-700), Physical Address: 6500 South MacArthur Boulevard, MPB Bldg #24 Room 313 Oklahoma City, Oklahoma 73169. Mailing Address: P.O. Box 25082, Oklahoma City, Oklahoma 73125. The proposal must be labeled as follows: SIR/RFO DTFAAC-16-R-00500. If all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for contract award. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. Any questions pertaining to this SIR/RFO should be sent in writing to the Contracting Officer (CO) at Janice.hammonds@faa.gov within fourteen (14) calendar days of the release of the SIR. The FAA reserves the right not to allow questions after the fourteen (14) day cutoff. No phone calls please. In addition, This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $570,000.
