- DEPARTMENT OF VETERANS AFFAIRS - NETWORK CONTRACTING OFFICE (NCO) 10 Description: THIS IS A PRE-SOLICITATION ANNOUCEMENT ONLY. Proposals are NOT being requested or accepted at this time. Network Contracting Office (NCO), anticipates soliciting sources and subsequently awarding a contract for the construction project known as "Project: 541-16-102, Replace 5th, 6th, and 7th Floor Roofs," for the Louis Stokes Cleveland Veterans Affairs Medical Center, 10701 East Boulevard, Cleveland, Ohio, 44106. Project Description: The contractor shall provide all materials, labor, tools, equipment, insurance, supervision and any other items required to reroof multiple roof areas on the 5th, 6th, and 7th floor roofs utilizing a SBS Modified Bituminous, protected roof membrane assembly. The project also includes the replacement of roof to wall flashing and through wall flashing, the installation of a full membrane under door thresholds and the installation of a base flashing system at in the parapet wall, in accordance with project documents. Contractor shall completely prepare site for building operations, including demolition and removal of existing roofing, handrails, and building elements, and furnish labor and materials and perform work for the Re-Roof 5th, 6th, and 7th Floor Roofs project as required. All work shall be conducted in complete accordance with project drawings and specifications. All work to be closely coordinated with the VA Contracting Officer (CO) and Contracting Officer's Representative (COR). Duration of the project should not exceed 180 days from receipt of the Notice to Proceed (NTP). Bonds in form of Bid, Payment and Performance will be required. Set-Aside Information: This solicitation will be issued as a 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The Offeror must be small under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered in the System for Award Management (SAM) www.sam.gov to be eligible for award. Offerors MUST ensure registration in these websites are accurate, complete and have not expired prior to bid opening date. Project magnitude is between $2,000,000.00, and $5,000,000.00. The NAICS code is 238160 and the business size standard is $15 million. Site Visit: A one-time only site visit will be scheduled and that information will be in the solicitation package. Solicitation: This completion period includes final inspection and cleanup of the premises. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The solicitation package and drawings should be available for download at www.fbo.gov on or about February 12, 2016, with proposals due approximately 30 days later. Dissemination of the solicitation, specifications and drawings is limited to electronic medium. All interested Offerors (primes & subcontractors) should register at www.fbo.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. No hard copies of the solicitation or drawings will be provided. Solicitation Amendments: Amendments to the solicitation will be posted at www.fbo.gov. Paper copies of the amendment will NOT be individually mailed. By registering to "Watch This Opportunity", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification amendment will be provided. Request for Information: All requests for information are required to be in writing to the Contracting Officer and shall be received within the time period specified in the solicitation; no telephone inquiries will be accepted. It is the interested bidders' responsibility to be sure your questions were actually received in the contracting office for a response, prior to the cut off period.
