Description

This is a pre-solicitation announcement for the Department of Veterans Affairs, Richard A. Roudebush VA Medical Center, located in Indianapolis IN. An Invitation for Bid will be issued on this Federal Business Opportunities (FBO) (www.fbo.gov) website on or about Feb 15, 2016 for construction project no. 583-14-123 entitled "Renovate CSR Bldg. 9" at the Richard L. Roudebush VA Medical Center, Cold Spring Road, Indianapolis, IN 46202. This announcement is a 100% total set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the contract documents, plans, and specifications, a summary of which is provided below: Completely prepare Building 9 for Life Safety Code; provide exterior 2hr. rated stair egress, Fire Sprinkler, Fire Alarm Devices and ADA bathrooms; including general construction, alterations, mechanical and electrical work (remove/reinstall), and modifications; including necessary removal of existing structures and construction and associated accessories as described in the Drawings and Specifications. Renovate Building 9 at the VA Cold Spring Road Property Indianapolis IN for Life Safety Code (LSC), to include removal of old substrate and installation of new exterior 2hr. rated staircase, ADA bathrooms, Fire Sprinkler and Fire Alarm Devices, Electrical Panels. All procedures shall be in accordance with the published procedure manuals for the equipment listed in the schedule. Period of Performance: 180 calendar days after receipt of the Notice to Proceed. The North American Industry Classification Code (NAICS) for this procurement is 236220 Commericial and Institutional Building Construction and size standard $36.5 million applies. In accordance with VAAR 836.204, disclosure of the magnitude of this construction project is between $500,000 and $1,000,000. The government intends to award a Firm Fixed Price Contract within 180 days from bid receipt date. This notice is for informational purposes only and is not a request for submission of offers. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge only from the FBO website on or about Feb 15, 2016, with a due date to be specified in the solicitation. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. FBO is the only website where official bid documents will be made available. All interested bidders (prime contractors & subcontractors) should register at FBO so that others will know of your interest in participating in this procurement. A bidder's list is not maintained nor distributed by the Contracting Officer, as it is the bidder's responsibility to register at the FBO website. Bidders are advised that they are responsible for obtaining all bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any changes to this announcement or pending solicitation. Prospective contractors shall complete electronic annual representations and shall be registered in the System for Award Management (SAM) at http://www.sam.gov, shall be verified in the Vetbiz Registry Information Pages prior to submitting an offer, and shall have on file a current and complete VETS 4212 report at https://vets4212.dol.gov/vets4212 (if applicable).
