- The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive solicitation in the February 2016 timeframe for design studies and analyses addressing technical solutions for the future Landing Craft, Utility (LCU) 1700 to support the program goal of cost effectively providing all the capabilities required for LCU 1700. The overall objective of this early industry involvement effort is to ultimately benefit the LCU 1700 by enabling the Government to utilize input from industry to further develop the Indicative Design and system specification. The Government may award multiple contracts resulting from this solicitation. LCU 1700 is a future program which would replace/ recapitalize the capabilities provided by the Navy's Landing Craft, Utility (LCU) 1610 Class. The LCU 1610 Class provides the Navy's amphibious ships with an organic capability to move equipment between ship and shore in a reliable, fuel efficient manner. The LCU 1610 Class is highly reliability, has a range of 1200 nautical miles, has the ability to operate independently for up to 10 days and performs specialized missions in lower threat environments. The solicitation will provide for the delivery of a LCU 1700 Design Studies and Documentation Report approximately 100 days after contract award. The solicitation also includes the potential for specific Orders of LCU 1700 System Level Studies, up to 1000 man-hours. The Government seeks interested parties to perform the design studies and analyses which have experience in the design and construction of similarly complex craft. They shall have facilities that can support construction of four to six craft per year of 140 feet in length and are capable meeting the technical design requirements of an LCU 1700. Any future competitive solicitation for the detail design and construction of an LCU 1700 shall include the requirements of U.S.C. 7309 which mandates that no major component of the hull or superstructure of any vessel constructed for the armed forces may be constructed in a foreign shipyard. Additionally, Landing Craft are included in the US Munitions List and therefore subject to International Traffic in Arms Regulations (ITAR) restrictions. Therefore, any interested parties must comply with all U.S. export control laws and regulations. Potential Offerors are advised that, in accordance with Department of Defense (DoD) Instruction 5230.24, certain LCU 1700 technical data will be marked Distribution Statement D - Distribution authorized to DoD and U.S. DoD contractors only. Attachments to the solicitation which are marked "Distribution Statement D" will not be posted to the Federal Business Opportunities (FedBizOpps) website but will be available via the LCU 1700 Industry Website. Any other inquires sent to this email address will not receive a response. If a potential Offeror already has a LCU 1700 Industry Website account as a result of prior Special Notices, a new account is not required.
