Description
This is a Request for Information (RFI) only. This is not a Request for Proposal, a Request for Quotation, or Invitation for Bids. There is currently no solicitation package available. A requirement by the government exists for a maximum of sixty-six (66) Air Vehicle Operator - Mission Payload Operator Payload Controllers, through a three year Indefinite Delivery Indefinite Quantity contract to support the production and delivery of multiple Fire Scout Unmanned Aerial Vehicle (UAV) Ground Control Segment Systems. Payloads may include electro-optical sensors, infrared imagers, laser rangefinders/designators, synthetic aperture radar/moving target indicators, maritime surveillance radars, joint tactical radio systems, or signals intelligence packages. The payload controller shall be configurable to provide the capability to control functions of varied payloads including but not limited to the aforementioned. The payload controller shall adhere to DoD Instruction 5000.02 and Navy policy, SECNAVINST 5000.2E, both which address Human Factors Engineering/ Ergonomics detailing the designing of systems and equipment that are matched to the abilities, dimensions, and limitations of the people who will operate and maintain them. To assess what Payload Controllers currently exist in the marketplace, the Navy is requesting industry provide product descriptions of items that meet the Government requirements stated below. • The payload controller shall have a Joystick form factor • The payload controller shall be mountable within a footprint of 6" x 6" • The payload controller shall not exceed 11" in overall height • The payload controller shall have a base used for routing serial/USB connections that is 3.5" (+ or - 1") in height and 4.5" (+ or - 1") in width • The payload controller shall not exceed a weight of 4.50 LBS • The payload controller grip and base shall be made of aluminum • The payload controller shall have no burrs • The payload controller shall have edges broken from.005" to.010" (+ or -.001") • The payload controller shall have supply voltages of +5VDC at 320mA MAX • The payload controller shall have supply voltages of +15VDC at 100mA MAX • The payload controller shall have supply voltages of -15VDC at 100mA MAX • The payload controller shall have an output sensitivity of between 0.40 - 0.45 volts per pound force applied • The payload controller shall support of a minimum baud rate of between 19100 - 19300 BPS • The payload controller shall support a minimum block rep. rate of 50Hz • The payload controller shall support serial and USB interfaces. • The payload controller serial interface connector shall have utilize a standard DE9P connector (AMP 640443-9 or equivalent) • The payload controller shall have a connection cable assembly of 30.0 inches (+ or - 1") • The payload controller shall support command latencies no greater than 33 milliseconds. Due to the current state of development of the Fire Scout UAV GCS, testing results and certification to MIL-S-901D (shock), MIL-STD-167 (vibration), MIL-STD-461 (electromagnetic interference), MIL-STD-810 (environmental) costs would be the responsibility of the potential contractor. All corporate and proprietary information should be so marked and will be fully protected to the extent allowed. This RFI is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisitions. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. This RFI does not constitute the solicitation of proposals. Responders to this RFI may be requested to provide additional details/information based on their initial submittals.
