- Description
- NASA Kennedy Space Center (KSC) has a requirement for maintenance support of sixteen (16) Network Time Protocol (NTP) SyncServers 1520R-S350. Maintenance support (or Loaner Service) includes (1) return-to-factory hardware repair complete within thirty (30) days of the date the unit is received, (2) telephone technical support available 24x7x365, (3) and software updates & upgrades within thirty (30) days of release. KSC intends to purchase this service directly from Microsemi (formally Symmetricom). These NTP servers are currently being utilized by the Launch Control Subsystem (LCS) project as Stratum 1 time source for all networked equipment in a set requiring synchronization to a master clock. Microsemi is the sole supplier of the NTP server. They are the only manufacture that can provide direct maintenance support including firmware update for the server. No other vendor can provide such maintenance support compatible with Microsemis servers. The Government intends to acquire a commercial item using FAR Part 12 and the simplified acquisition procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 9:00 a.m. local time on February 2, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
