- THIS IS A SOURCES SOUGHT NOTICE - FOR PLANNING PURPOSES ONLY. The General Services Administration (GSA) is seeking qualified small business contractors (including small disadvantaged businesses such as HUBZone Certified, 8(a) Certified including entities in a mentor/protégé partnership, Service-Disabled, Veteran Owned & Woman Owned, etc.) with Masonry/Stone replacement or repair experience, specifically granite, for the Plaza Pavers Resetting and Repairs project at the Ralph H. Metcalfe Federal Building located at 77 W Jackson Blvd., Chicago, IL. The work consists of the removal & resetting of all existing granite pavers that are in good condition and the replacement & setting of damaged granite pavers with new matching ones. This work includes install of a waterproof membrane and the cleaning of the soiled/stained pavers. This project addresses the existing bollards, covers & cleaning of the "iron rust" stains. All granite bollard covers shall be removed and cleaned of stains. Granite covers in good condition shall be reinstalled and broken and damaged covers shall be replaced with new matching ones. The bollard work also includes installation of a cathodic protection system to prevent future iron staining to the granite covers. The existing cast iron tree grates & frames shall be reused & reset. The associated grates & frames shall be cleaned, primed, cathodic protected and painted. This project includes the furnishing & installation of a new ADA compliant curb ramps at the four corners of the site. The project also includes the repairs to the corroding aluminum storefront base components and the replacement of existing deformed door thresholds. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 238140, Masonry Contractors. The estimated total construction cost for this project falls within the range of $1,000,000.00 to $5,000,000.00. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a formal solicitation. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. Firms interested in this effort must demonstrate experience as a Masonry Contractor on a minimum of two, no more than five, successful project examples that demonstrate experience in Masonry that have been completed within the last five years that are similar in size, scope, complexity. If you are an interested small business, please submit 1) the Market Research Questionnaire and 2) a Project Experience Form for each project example. All information is subject to verification. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. Completed Market Research Questionnaires and Project Experience must be submitted no later than Friday, February 12, 2106 at 4:00 PM CST.
