Description
Travis AFB is seeking to acquire laundry and dry-cleaning services. Complete details of the services, evaluation factors and the performance work statement (PWS) will be included in the request for proposal (RFP). This solicitation is un-restricted (i.e.-both large and small contractors can submit proposals). Period of performance is a base period of 01 July 2016 through 30 June 2017. With four one-year option periods, subject to the availability of funds. The North American Classification System (NAICS) is 812320, the Federal Supply Class is (FSC) S209 and the Standard Industrial Classification (SIC) is 7219. Award shall be made based upon the best value to the government in accordance with Federal Acquisition Regulation (FAR) 52.212-2 Evaluation of Commercial Items. The government reserves the right to award a contract other than the low offer. Past performance information will be required to be submitted by the date specified in the solicitation. Firms that are not responsive to the solicitation will be ineligible for awards. The solicitation will be made available on or after 27 February 2015. This date is an estimate and subject to change without notice. The solicitation package will be posted on http://www.fbo.gov. The government will not provide paper copies of the solicitation package. Facsimile, telephone, written and/or email requests for the solicitation package will not be honored. Prospective offerors are responsible for monitoring the FedBizOpps website for release of the solicitation package and downloading their own copy of the solicitation package and any other pertinent information. All responsive offers will be considered by the agency. It is incumbent upon interested parties to review this site frequently for any updates and or amendments to any and all documents. All firms or individuals responding must be registered with System for Award Management (SAM). The SAM website is http://www.sam.gov. Contractor must ensure annual representations and certifications are current or complete them at http://www.sam.gov. Please self-certify ORCA registration. All prospective offerors interested in submitting a quote must have a commercial and government entity code (CAGE) code. Also contractors must be registered with Wide Area Workflow at http://wawf.eb.mil/. Contractors are asked to submit their CAGE code and TAX ID number with their proposal. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will remain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer, Mr. Bryan Armstrong (707-424-7727) for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
