Description
This is a Sources Sought Notice. This is not a request for proposals and does not obligate the Government to award a contract. All responsible vendors, including small business are encouraged to respond to this notice. The Drug Enforcement Administration (DEA) is conducting market research and requests input from industry to assist in requirements planning. The information requested herein will be used within the DEA to facilitate the decision making process and acquisition planning. The DEA will not be responsible for any cost incurred by interested parties in responding to this Sources Sought Notice. Unsolicited proposals or offers of any kind will not be considered in response to this notice. All information received in response to this notice that is marked proprietary will be handled accordingly. Responses to the Sources Sought Notice will not be returned. At this time, questions concerning the composition and requirements of any future Request for Proposal (RFP) regarding Destruction of Evidence by Incineration will not be accepted or addressed by the Government. The purpose of this Sources Sought is to solicit industry interest and capability. Please note that participation in this Sources Sought is optional, and not mandatory or necessary for future participation as an offeror in a related solicitation for this requirement. Requirements Objective: DEA Southwest Laboratory has a requirement for contractor support services for destruction by incineration of evidence, which include papers, cassette tapes, bulk marijuana, pharmaceuticals, and other incidental controlled substances or immediate precursor included in schedules I, II, III, IV, or V of title 21 USC 812 or 21 CFR 1308 (11)(12)(13)(14)(15). The incineration will be done in the presence of DEA personnel. Geographical Location Requirements: Offerors must be located within the South West Border (CA, NV, AZ ) not to exceed 8 hours of travel from the Southwest Laboratory (Vista, CA 92081). Offeror's Capability The Offeror shall possess the following: A. An incinerator with the capability of completely destroying marijuana to a point where there are no detectable levels, as measured by standard analytical methods, of byproduct from the destruction process. B. An incinerator capable of operating a minimum of 4 consecutive hours per day. There shall be interlocks to interrupt the process in an emergency event. C. An incinerator capable of processing at least 500 lbs. /hr. of bulk marijuana. The drugs are usually tightly compressed "bricks" or "bales". DEA is not able to anticipate all the different packaging materials, but the facility must have the capability and proper permits to completely destroy the below materials. a. Packaging Materials - Cardboard, Wrapping paper, Saran Wrap, Aluminum foil, Duct tape and derivatives, Scotch tape and derivatives, Packing tape and derivatives, Plastic evidence bags, Grease/oil, etc. D. The Offeror shall be able to effectively and safely process a variety of feed streams. All boxes and packaged material must enter the destruction system without having to be opened or mixed with any other material. E. The Offeror shall accept packages up to 48"x24"x16" in dimension and weigh up to 100 pounds. The typical package or box will weigh between 40-60 pounds. The integrity of the destruction process shall be such that the material to be destroyed cannot be redirected or retrieved once it is committed to destruction. F. The incinerator shall have a segregation strategy that ensures that DEA contraband is not mixed with any other product before entering the system. Preprocessing (shredding) of the material is not desirable. I. The Offeror shall provide DEA with a copy of all permits and licenses held to operate the incinerator. All services and equipment shall meet applicable Federal (e.g., OSHA, EPA, and FDA), State and Local laws, regulations, and requirements. G. The Offeror shall perform background checks and drug tests on all personnel involved with the incineration of marijuana. The drug test must be performed at least once a year. Additionally, DEA reserves the right to conduct its own background check on Offeror's personnel. H. The incinerator facility shall have closed circuit cameras, which shall cover the weighing station and the entire incinerator equipment from the feeder to the ash removal station. DEA reserves the right to access the video feed as necessary to ensure the proper destruction of its drugs and safety of its representatives. I. The incinerator shall have a secured fence around the facility, which shall be tall enough to prevent the public from viewing the incineration process. J. The incinerator shall have proper ventilation and no smoke buildup. Additionally, DEA prefers a cooling station for outdoor facilities. K. The incinerator facility shall be able to accommodate semi-trucks, tractor trailers, cargo vans, fork lifts, etc. Submission Interested sources are asked to provide their responses in Times New Roman, 12 point font. Responses must include the following information: 1. Company name; mailing address; physical address; point of contact; telephone number; fax number; e-mail address; DUNS number; NAICS code; and GSA schedule number (if applicable). 2. Firm's business size status, small or other than small. If small, indicate whether your firm is 8(a) certified, a small disadvantaged business, a woman-owned small business, HUBZone certified or service-disabled veteran-owned small business. 3. A corporate capability statement between one and ten pages that includes relevant experience within the past three years. Relevant experience is defined as possessing the experience described in the "Offeror's Capabilities" section above. 4. A Rough Order of Magnitude (ROM) pricing for the listed categories below per ton. a. Marijuana Destruction b. Pharmaceuticals Destruction c. Other Controlled Substance Destruction d. Documents Destruction 5. A representative sample of contracts your firm have been awarded to provide the requirements as described in this notice within the past three years. For each contract listed, include the type of contract; total estimated value; contract period of performance (e.g., base and number of option periods); customer (i.e. federal agency or other) and respective point of contact (e.g., point of contact's name, phone number, and email address). All responses to this notice shall be submitted in writing to Nanaesi Amoo, Contract Specialist, at nanaesi.amoo@usdoj.gov no later than 12:00 PM Eastern Standard Time (EST) on February 29, 2016. THIS IS A Sources Sought Notice, ONLY. Please note that the information provided in this notice is to be used for acquisition planning purposes to determine industry standards, and available sources for the services described herein. This is not a solicitation and proposals are not being requested at this time. This notice is not to be construed as a commitment by the Government to issue a solicitation or award. Responses will not be considered proposals. The DEA will not be responsible for any costs incurred by interested sources responding to this notice. Not responding to this notice does not preclude participation in any future solicitation, if any. If a solicitation is released, it will be synopsized on Federal Business Opportunities website (www.fbo.gov ). It is the responsibility of the potential offerors to monitor FBO for additional information pertaining to this requirement.
