N00164-13-G-WR02 - SOLE SOURCE - AIRBORNE EXPENDABLE COUNTERMEASURES - FSG 13 - NAICS 332993 Issue Date 29 JAN 2016 - Closing Date 16 FEB 2016 - Time 4:00 PM Eastern Notice Type: Special Notice Synopsis: Naval Surface Warfare Center (NSWC) Crane Division entered into a $7,900,000.00 Basic Ordering Agreement (BOA) with Armtec Countermeasures Company, 85901 Avenue 53, Coachella, CA, 92236 on 07 AUG 2013. The place of performance is East Camden, AR. The scope of the original BOA was to purchase Airborne Expendable Countermeasures (AECMs), specifically the ARM-008, ARM-017, ARM-022, MJU-71/B, and MJU-59/B. This synopsis covers pending modification P00002 for an increase in scope and an increase in BOA ceiling. The scope increase covers the procurement of other AECMs to include: MJU-64/B, MJU-67/B, M216E4, and M216E5 decoys. The Government intends to increase the ceiling by $20,000,000.00 to $27,900,000.00. The AECMs are needed for evaluation, qualification, and effectiveness testing, as well as potential fleet use. The period of the BOA remains at five years. Periodic reviews and synopses of BOA Job Orders will be performed by NSWC Crane. Individual Job Orders will specify requirements and all applicable delivery terms and conditions. A solicitation for the pending BOA modification will not be issued. No hard copies of the solicitation or BOA will be mailed. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) (a) (2) (iii) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that Armtec Countermeasures Company designed, developed and manufactures the flares and holds key technical data, drawings and production rights unique to these decoys. Establishing alternative sources will result in unacceptable duplicative costs attempting to reverse engineer any flares.
