- Synopsis: The Department of Interior, National Park Service, intends to issue a Full and Open Solicitation for the Restoration of Central Railroad of New Jersey (CNJ) Suburban Coach #1021 on behalf of the Steamtown National Historic Site located in Scranton, PA. The work of this requirement consists of furnishing all materials, labor, equipment, and supervision and performing all operations necessary to restore the integrity of the structure of the coach. The coach is a steel, riveted, closed vestibule type suburban passenger car built in 1923 by American Car and Foundry. In general, the work includes, but may not be limited to, the following: 1. Asbestos abatement; 2. Sandblasting/paint removal and lead abatement; 3. Restoration of 40 single pane windows; 4. Restoration of doors with associated hardware and glass; 5. Restoration of electrical system and lighting; 6. Restoration of floor; 7. Repair or replacement of wood and metal framing, as needed and in kind; 8. Restoration of ceiling and wall panels; 9. Roof and clerestory vents / clerestory windows; 10. Vestibule, vestibule gates, decks, steps; 11. Heating system; 12. Body exterior; 13. Underframe; 14. Interior woodwork; 15. Interior painting; 16. Exterior painting with lettering; 17. OPTION #1: Upholstery; 18. OPTION #2: Curtains; 19. OPTION #3: Toilet; 20. OPTION #4: Truck unit rebuild; and 21. OPTION #5: Brake system. The place of performance will be at the contractor ¿s facility with FOB Origin, Contractor ¿s Facility. The Service Contract Labor Standards will be applicable for the location of the contractor's facility. The period of contract performance will be no later than one year after delivery of the coach to the contractor's facility. If the National Park Service issues a solicitation, the Solicitation Number will be P16PS00430. Type of Acquisition: A Full and Open competitive firm-fixed price request for proposal, pursuant to FAR Part 15, is contemplated. The NAICS code is 336510, Railroad Rolling Stock Manufacturing, with a size standard of 1000 employees. If issued, the government will issue the solicitation electronically, on www.fbo.com and/or https://www.fedconnect.net/FedConnect/Default.htm on about February 16, 2016. Search by referencing the solicitation number (P16PS00430) and/or by the agency (National Park Service). Potential offeror's will be required to visit either website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Prospective contractors must be registered in the System for Award Management, (see www.SAM.gov) prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. It is recommended that your firm register immediately in order to be eligible for award. The anticipated date when proposals will be due is approximately 30 days after the solicitation is issued. It is anticipated that a pre-proposal site visit will be available soon after the solicitation is issued. Specific details regarding arranging a site visit will be provided in the solicitation, once posted.
