- Notice Number: SBSS- N02CO62529-78 Issued By: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E140, Rockville, MD 20850, UNITED STATES Key Dates: Capability Statement Due Date: February 15, 2016 by 7:00 a.m. ET This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This requirement is assigned North American Industry Classification System (NAICS) code 541611 with a size standard of $15 million. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ) through FedBizOpps. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The objective of this procurement is to obtain support services to provide technical and financial management oversight for main four NCI supported projects in Ukraine: (1) follow-up for thyroid cancer and related activities projects/activities (including genomic and in utero studies) in individuals exposed to radioactive fallout from the Chernobyl accident; and (2) leukemia and other hematologic diseases among clean-up workers in Ukraine following the Chernobyl accident and related studies and activities, including data collection and analysis for the leukemia study and thyroid cancer study in Chernobyl clean-up workers; tissue archiving; evaluation of human factor uncertainties; and field work and collection of blood and other biological samples and dosimetry for the TRIO study. The projects are performed by the Partner organizations and the administration and support tasks are handled by the contractor. The project tasks are broken down as follows: Core Project Tasks Performed by the Partner Organizations ( Institute of Endocrinology and Metabolism (IEM) and Research Center for Radiation Medicine (RCRM)) for administration and financial management by the Contractor during Base Period and Option Period, if exercised: 1. Continue follow-up activities (cohort maintenance, follow-up through linkage to national registers, data collection and management for the 16,000 cohort subjects); provide data to NCI and assist NCI in analysis of data and manuscript preparation. 2. Conducting field work, acquire blood and other biological samples from the trios and estimate doses for the parents for the study of Paternal irradiation of Ukrainian clean-up workers and germline mutations in their offspring (TRIO study); provide biological samples and data to NCI for genomic research to be conducted in collaboration with NCI; data collection/ management related to the case-control studies of leukemia and thyroid cancer in cleanup workers and tissue archiving; provide data to NCI and assist NCI in analysis of data and manuscript preparation. Option Tasks Performed by the Partner Organizations (IEM and RCRM) that may be exercised for administration and financial management by the Contractor during Base Period or Option Period One: a. Option Task 1 & 5 (Thyroid genomic): Identify and acquire tumor tissue, other biological samples, and demographic information for thyroid cancer cases in Ukraine; provide biological samples and data to NCI for genomic research to be conducted in collaboration with NCI. b. Option Task 2 (In utero): Conducting field work, data collection for the study of in utero exposure to Chernobyl fallout and subsequent fertility and reproductive function; provide data to NCI and assist NCI in analysis of data and manuscript preparation. c. Option Tasks 3 & 6 (Human factor uncertainties). Conducting field work, data collection for the study of human factor uncertainties in cleanup workers dosimetry; provide data to NCI and assist NCI in analysis of data and manuscript preparation. d. Option Tasks 4 & 7 (Tissue archiving). Identify tumor and other biological samples in the study population; provide samples to NCI and assist NCI in analysis of data and manuscript preparation. Scope of Work 1. Work with Institute of Endocrinology and Metabolism (IEM) and Research Center for Radiation Medicine (RCRM) to develop a draft agreement for each project with a period of performance from May 1, 2016 through April 30, 2018. The agreements shall describe the scope of the project which includes the project objectives, work plan, personnel plan, budget lines, and reports and deliverables to be submitted to the NCI Contracting Officer Representative (COR). 2. Submit the draft agreement to NCI COR for approval; and after approval, formalize the agreement with IEM and RCRM. 3. Manage the project as described in the agreement, including evaluation and verification of the progress of project activities, equipment, information, data systems, materials, supplies, personnel and services, auditing the costs, if deemed necessary. 4. Report to the NCI COR if there are any significant managerial issues or problems, and provide advice in resolving them. 5. Assist the NCI COR, IEM and/or RCRM to formalize an amended agreement, if needed. 6. Provide customs clearance assistance in purchasing duty-free equipment and materials as approved by the NCI COR. 7. Exercise option periods under the agreements between IEM and RCRM after receiving approval from the NCI. Period of Performance Services provided for all projects during the period of May 1, 2016 through April 30, 2018. Base (Core Tasks): May 1, 2016-April 30, 2017 Option Task 1 (Thyroid genomic): May 1, 2016-April 30, 2017 Option Task 2 (In utero): May 1, 2016-April 30, 2017 Option Task 3 (Human factor uncertainty): May 1, 2016-April 30, 2017 Option Task 4 (Tissue archiving): May 1, 2016-April 30, 2017 Option Period One (Core Tasks): May 1, 2017-April 30, 2018 Option Task 5 (Thyroid genomic): May 1, 2017-April 30, 2018 Option Task 6 (Human factor uncertainty): May 1, 2017-April 30, 2018 Option Task 7 (Tissue archiving): May 1, 2017-April 30, 2018 Qualifications The contractor must: 1. Be capable of providing on-site managerial oversight to the three ongoing NCI support post-Chernobyl projects, described above; 2. Have close knowledge and on-site experience of financial management of the above three projects; 3. Have demonstrated experience in managing epidemiological and clinical research projects funded by US government agencies; 4. Have multilingual staff who are capable of communicating in English, Ukrainian, and Russian; 5. Have demonstrated experience of successfully establishing research projects funded by US government agencies, as described in this procurement, negotiating with medical institutions, national and/or local governments in Ukraine. How to Submit a Response: 1. Page Limitations: Interested qualified business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a two pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2. Due Date: Capability statements are due no later than 7:00 a.m. ET on February 15, 2016. 3. Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein.
