Synopsis: The Colorado Army National Guard is looking for a vendor to come to Colorado and provide ProBoard or IFSAC Certified Hazmat training and Testing. THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information provided. All interested sources must respond to future solicitation announcements separately from responses to this notice. The purpose of this synopsis is to gain knowledge of potential Businesses who can provide this type of training and testing. The NAICS code for this requirement is 611519. All interested Small Business concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 2 February 2016 and email their notice to james.s.rawlings.civ@mail.mil. SCOPE OF WORK: Statement of work requested to be performed: 1. REQUIREMENT 1.1. The Colorado Army National Guard CERFP Program (CO-CERFP) requires instruction to prepare students for certified PROBOARD Hazardous Materials Awareness & Operations training Per National Guard Bureau (J-37) Individual training requirements with Proctored pro-Board Exam In accordance with NFPA 472 and OSHA 29 CFR 1910.120. 2. SCOPE OF WORK The vendor will provide: 2.1. Onsite training, Practical exercises, and proctored exam 2.2. Certified PROBOARD Instructors able to train and proctor PROBOARD Exam for HAZMAT Operations & HAZMAT Awareness in accordance with NFPA 472 and OSHA 29 CFR 1910.120 2.3. Training that will not exceed 3 days 2.4. Training and certification will be conducted on 08-10 March 2016 (non-negotiable dates) due to the Colorado national guards training schedule. 2.5. Courseware, study material serviceable student OSHA Level C PPE and testing exams provided by vendor for HAZMAT Operations & Awareness certifications. 2.6. Documentation of previous student testing pass rate must be provided from past 2 years. 2.7. All equipment and necessary study/testing materials for adequate classroom instruction 2.8. Additional after hour's instruction for those students that require more hands on time. 2.9. Adequate Instructor support for lab scenarios Onsite Exam will consist of: 2.9.1. Certified exam proctor (certified lab environment), given on the last day 2.9.2. Exam certificate provided to student within 30 days and emailed copy of contracting unit. 2.10. Proof of Pro-Board accreditation as a Certified Pro-board instructor / certifier 3. MISC. REQUIREMENTS: 3.1. Vendor will follow security and access guidelines when accessing COARNG or state/federal facility networks and buildings. 3.2. All travel related expenses must be included in the price of contract and must not be listed as a separate charge. 4. SCHEDULE 4.1. Training Event 1 4.1.1. The first training event is scheduled for, 08-10 March 2016 (non-negotiable dates due to the Colorado National Guard's training schedule) with a minimum of 50 students and up to 85 maximum 4.1.2. Students will report at 08:00 to Aurora CO, 80011 on each day of training 4.2. Training Event 2 4.2.1. The second training event is tentatively scheduled for, June 2016 with dates that will be confirmed no later than May 2016, with a minimum of 20 students and up to 35 max 4.2.2. Students will report at 08:00 to Aurora CO, 80011 on each day of training 5. GOVERNMENT PROPERTY AND SERVICES ASSUMPTIONS The government will provide the following: 5.1. Facility for the course including basic A/V requirements at the COARNG 5.2. Training event attendance not to exceed sizes outlined as outlined in Section 4.1 6. EVALUATION CRITERIA 6.1. PROBOARD Certified Instructors in HAZMAT Operations & HAZMAT Awareness in accordance with NFPA 472 and OSHA 29 CFR 1910.120 6.2. Training that will not exceed 3 days. 6.3. Training and certification must be provided by 08-10 March 2016 (non-negotiable dates due to the Colorado National Guard's training schedule) 6.4. Courseware, study material serviceable student OSHA Level C PPE and testing exams provided by vendor for HAZMAT Operations & Awareness certifications. 6.5. Documentation of previous student testing pass rate equal to or greater than 80% for past 2 years. 6.6. All equipment and necessary study/testing materials for adequate classroom instruction 6.7. Additional after hour's instruction for those students that require more hands on time. 6.8. Certified exam proctor (certified lab environment), given on the last day 6.9. Exam certificate provided to student within 30 days and emailed copy to Colorado Army National Guard CERFP Program (CO-CERFP) 6.10. Certificates will include a PROBOARD stamp with PROBOARD registration certification number (verifiable in the registry located at http://www.nfpa.org/nbfspq/default.asp).
