E2FDS CDRLs E2FDS Solicitation W56HZV-15-R-0221 Exhibit A- E2FDS Contract Data Requirements List E2FDS Attachments U.S. ARMY CONTRACTING COMMAND (ACC), WARREN, MICHIGAN 48397-5000 SUBJECT- Early Entry Fluid Distribution System (E2FDS) W56HZV-15-R-0221 Full and Open Competition Five (5) Year Indefinite Delivery Indefinite Quantity (IDIQ) Contract, Estimated Qty: 12 NSN: NA The U.S. Army Contracting Command (ACC) Warren, Detroit Arsenal, MI 48397-5000 intends to competitively procure up to two (2) contracts with minimum quantity of one (1) and a maximum quantity of twelve (12) each Early Entry Fluid Distribution System (E2FDS) via a five-year, Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The Government will award the Engineering, Manufacturing and Development (EMD) phase of the contract to up to two (2) contractors. This procurement will be a competitive, best value, trade-off process acquisition, in accordance with FAR Part 15. The Production & Deployment (P&D) phase will be awarded to one (1) contractor via a Fair Opportunity down select in accordance with FAR Part 16 following the end of the EMD phase. The successful contractor(s) will be responsible for the design and production of the E2FDS systems that meet all technical performance requirements specified in Purchase Description ATPD 2417, as well as all other contractual requirements. The E2FDS is a rapidly emplaced, high-throughput flexible conduit system that can perform petroleum or water distribution. The E2FDS is configured into (10) 5-mile sets for a 50-mile fluid transfer capability with a throughput of 850,000 gallons of petroleum or 650,000 gallons of raw/non-potable water per day. The system is emplaced at a rate of 25 miles per day and retrieved at a rate of 10 miles per day. The E2FDS is comprised of five major modules: Automated Pump Stations, Centralized Command and Control Module (C2M), Employment & Retrieval System (ERS), 50-miles of flexible conduit, and conduit support equipment. The solicitation requirements include the design, production and delivery of an EMD unit from up to two contractors for Government testing, Department of Army formatted training materials, technical manuals, provisioning data, EMD spare parts and tools support package, packaging data, and contractor test support of Government testing. Upon completion of EMD, a fair opportunity competition under FAR 16.505-(b)(1) using best value procedures will be conducted for the award of a second delivery order for the First Article Test (FAT) Production Representative System (PRS). In addition to the FAT PRS the Government intends to include options for all of the remaining production systems and deliverables. All responsible sources may submit a proposal which shall be considered by the agency. The Government will award multiple contracts to the offeror(s) that: a) represents the best value to the Government, b) submits a proposal that meets all the material requirements of this solicitation, and c) meets all the responsibility criteria in accordance with FAR 9.104. Each offeror shall contact the above companies to effect execution of such an agreement prior to submission of proposals. Proposals shall include a copy of any executed agreements. The Contracting Officer will ensure that these agreements are properly executed.
