- CCMR 6 AREAS SOURCES SOUGHT The NAVSUP Fleet Logistics Center (FLC) San Diego is conducting a market survey to determine the interest and capability of Small Business Industry to provide comprehensive support for The Center for Civil-Military Relations (CCMR), located at the Naval Postgraduate School in Monterey, California, has been tasked by the Departments of Defense and State to strengthen democratic civil-military relationships and build capacity of U.S. allies and partners. CCMR, supported by a faculty of prominent scholars, government officials, and military officers, accomplishes this goal by assisting those nations in making integrated defense decisions. This effort applies to the following six lines of activity that comprise security assistance education: International Mobile Education Teams and Civil-Military Relations courses (IMET) International Defense Acquisition Resource Management (IDARM) Combating Terrorism (CT) Collaborative and Adaptive Security Initiative (CASI)/Prevention, Relief and Recovery (PR and R) Leader Development and Education for Sustained Peace (LDESP) Regional Security Education Program (RSEP) Please read the full scope in the PWS. The primary locations are specified in the PWS. This procurement is anticipated to be a firm fixed price (FFP) contract and FLCSD anticipates issuing a solicitation for one (1) base year and four (4) one-year option periods for a total Period of Performance of five (5) years. A single cost plus fixed fee contract is anticipated. The purpose of this notice is to garner capability from industry. The DRAFT Performance Work Statement (PWS) is attached. The purpose of this Sources Sought Notice is to locate and identify qualified Small Business sources to determine if sources exist for Small Business set aside. The contractor must be able to perform the attached PWS and meet the requirements therein. Small Businesses must provide your CAGE code in your submitted information, along with a point of contact, and whether your company is small, disabled vet, woman owned, SDB, 8a, or hub zone. Respondents shall provide information related to contracts demonstrating Technical Capabilities where the respondent was involved at a comparable level of effort. In addition, interested S/B firms are invited to respond to this sources sought announcement by providing the following: (1) name and address of applicant (corporate/principal office); (2) name, telephone and email address of point of contact; (3) NAICS and Cage Code; (4) contractor s technical capabilities statement; and (5) The contractor s technical capability or potential approach to achieving technical ability to perform at least 51% of the cost of the contract with its own employees. However, the contractor shall provide teaming arrangements or potential subcontractors that demonstrate the capability to accomplish 100% of the work. The Technical Capabilities statement should summarize experience and knowledge relative to the PWS draft and should not exceed 5 pages. The respondent should describe qualifications and experience in working with specific relevant work, providing sufficiently detailed descriptions to allow an accurate assessment of relevancy and nature of the work performed. Technical Capabilities will be evaluated on previous and/or current experience. A determination as to whether this acquisition will be a set-aside for S/B will be based upon responses to this notice. Submissions must be received at no later than 1200 PST, 10 FEB 2016. All responses to this sources sought shall be submitted to, LT Bryan Ortiz, email bryan.h.ortiz@navy.mil. Proprietary data will be protected when so designated. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. Note: THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUCTED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT AN OFFER AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.
