Description

The Federal Aviation Administration (FAA) is seeking competent and qualified Small Business Construction Contractors interested in providing offers for the modernization of the piping and lavatory for the ATCT/TRACON at Lubbock Preston Smith International Airport, Lubbock, Texas. The general scope of work is as follows: REPLACE PIPING 1. Remove and replace roof drain plumbing in east side of base building. 2. Remove and replace the sewer line extending to the base building restrooms and the Janitor Room. 3. Remove and replace slab on grade as needed in Restrooms, Ready/Break Room, Training Conference Room, and hallways. 4. Asbestos abatement and re-tile of Ready Room. 5. Provide temporary break room facilities. 6. Remove and replace sewer line in ATCT. 7. Asbestos abatement and reseal of the ATCT catwalk. REFURBISH LAVATORY 8. In all three Restrooms and Custodial Room: remove all flooring, plumbing fixtures, electrical fixtures, wall coverings, shelving, partitions, hung ceilings. 9. Modernize Men's and Women's Restrooms for accessible sinks, toilets, and urinals. 10. Modernize Tower Restroom. 11. Modernize Custodial Room. 12. Provide temporary restroom facilities. 13. The facility is operational on a 24 hour basis and must remain so with the least amount of noise and disruption This is an operational air traffic control facility and the Contractor must exercise extreme care while working in and around the electronic and environmental equipment. This will be a Small Business Set Aside Procurement. The North American Industry Classification System (NAICS) is 237990 and the Small Business Size Standard is: $36.5 Million The estimated price range of this project is between $250,000 and $500,000. Contract performance time is 210 calendar days from notice-to-proceed. The contractor is expected to perform at least 15% of the work using its own employees. A mandatory site visit will be required. The date, time, location, and point of contact will be provided with the solicitation package. THE SUCCESSFUL OFFER MUST MEET THE FOLLOWING GO/NO GO CRITERIA: a. The contractor must have successfully completed (3) similar projects both in dollar amount and scope, on a Life Safety Critical Facility such as a hospital or a similar FAA facility, during the past (5) years b. The contractor must have delivered a quality product in the timeframe established by the contract. The contractor must provide the name of the facility where work was performed, contract number, along with a point of contact at the facility and telephone number. This information MUST BE submitted with the request for specifications and plans. CONTRACTORS MUST SUBMIT THEIR COMPLETE REQUEST FOR THIS PACKAGE NO LATER THAN 5:00 PM(CDT) BY FEBRUARY 12, 2016 AND COMPLETE AND SUBMIT THE THREE ATTACHED DOCUMENTS: 1. DOCUMENT SECURITY NOTICE TO PROSPECTIVE OFFERORS 2. BUSINESS DECLARATION 3. SPECIALIZED EXPERIENCE FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL DEEM THE REQUEST FOR THIS SOLICITATION AS NON-RESPONSIVE.
