- Description
- NASA/JSC plans to issue a Request for Proposal (RFP) for the Specialized Engineering, Aeronautics, and Manufacturing (SEAM) multi-award procurement. SEAM will provide a streamlined ordering process for a wide range of engineering services and solutions to design, develop, test, and evaluate new hardware, address system and component obsolescence and support the sustainment, alteration, and improvement of the Neutral Buoyancy Laboratory (NBL), Space Vehicle Mockup Facility (SVMF), Mission Control Center (MCC), Space Station Training Facility (SSTF), aircraft, aircraft programs, projects, activities, and other NASA and JSC projects. It is anticipated that two or more separate Indefinite Delivery Indefinite Quantity (IDIQ) contracts for each task category will be awarded. Offerors do not need to be able to perform more than one category, but may respond to more than one category. Potential requirements will fall into one of the following task categories: Task Category A - Aero Engineering (Small Business set- aside) Task Category B - Aircraft Mechanical Engineering (Small Business set- aside) Task Category C - Aircraft Electrical Engineering Task Category D - Ground Support Engineering Services Task Category E- Fabrication and Provisioning (build to print) (Small Business set -aside) A Streamlined Procurement Team will use the Performance Price Tradeoff Process. Technical acceptability will not be an evaluation factor. Past performance will be significantly more important than price. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is a partial small business set-aside. The NAICS Code and Size Standard are 541712 and 500 employees, respectively. All responsible sources may submit an offer which shall be considered by the Agency. The SEAM website can be accessed at the following link: http://procurement.jsc.nasa.gov/seam/ The anticipated release date of the RFP is on or about February 18, 2016 with an anticipated offer due date of on or about March 18, 2016. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://prod.nais.nasa.gov/pub/pub_library/Omb.html The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual technical questions must be submitted in writing via email. Telephone questions will not be accepted.
