- CONTRACTOR ACQUISITION STRATEGY AND CAPABILITY QUESTIONNAIRE AUTOMATED STORAGE MODULE (ASM) SOURCES SOUGHT SYNOPSIS SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8201-16-R-0ASM Sources Sought Synopsis: NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1. The purpose of this Sources Sought Synopsis (SSS) is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. This SSS is for market research purposes ONLY. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. Hill Air Force Base is requesting information for the repair and upgrade of the Automated Storage Module (ASM) system to determine available sources. Requests for a solicitation will not receive a response. This SSS is open to all types of businesses including small business. 2. The information in this notice is based on current information available to date. The information is subject to change and is not binding to the Government. Any updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities website at www.fbo.gov. Failure to respond to this Sources Sought will not preclude participation in any future solicitation, if issued. 3. The proposed North American Industry Classification Systems (NAICS) Code is 811310 which has a corresponding size standard of $ 7.5 million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses to include 8(a), Veteran Owned, Service-Disabled Veteran-Owned, HubZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 4. System Information: The ASM was deployed at Hill AFB in 1980 to provide automated processing material support for respective product directorates. The ASM consists of 18 storage retrieval machines (SRMs) with associated rack storage and material bins. The aisle lengths are approximately 200' feet and the paralleling rack storage is approximately 30' high lining both aisle sides. There are several thousand storage locations within the entire system. Bins are stored and retrieved by way of a retractor mounted on the SRM. Operator end of aisle operations are accomplished by way of a 5 position Q Conveyor where bins move through each positon as bin material is either stored or retrieved. The Q Conveyor Controller acts as the communications hub for each respective aisle where data is transmitted and received from the SRM and Defense Logistics Agency (DLA) DSS host system. The Q Conveyor Controller also moves and tracks bin locations as they pass each Q conveyor position, and also the operator communication path by way of a monitor/keyboard for system input responses to material storage and retrieval processes. Since the ASM's deployment, aside from remedial maintenance, there have been several major upgrade-repairs to the system. The first which occurred in 1985 was an upgrade to the SRM replacing the controller and respective software. Additionally, the bin retractor was modified and upgraded with new hardware and sensors. Floor rails were also replaced on each aisle. The second occurred in 1997, which entailed replacement of laser positioning devices on all 18 SRMs due to frequent failures and component obsolescence. The third occurred in 2002, where all 18 SRM's were replaced with HK750 Mini-Load SRM's. Floor rails on each aisle were also replaced. Additionally, Q conveyor controllers were replaced with PLC's and new upgrade sensors added to the system. Controller software was upgraded on both SRM and Q Conveyor systems. Repairs were contracted to and completed by the Original Equipment Manufacturer (OEM), DEMATIC due to proprietary software and technical design documentation. The ASM System encompasses OEM proprietary hardware and software components that cannot be relinquished by the Government to other vendors. DEMATIC is believed to possess all data rights with respect to this AMS system. 5. System Upgrade/Repair Requirement: In recent months problems with certain system components on the ASM have manifested causing frequent operational down time. Consequently, during remedial maintenance procedures it was determined that failing components are now obsolete, and new replacements are no longer available. Consequently, an engineering project initiative is now underway to mitigate system component failure issues. The following is a list of identified system components needing replacement which directly affects control software respective to all 18 HK-750 Mini-Load SRM's and Q Conveyor Controller Systems. All repairs/upgrades shall maintain Defense Logistics Agency (DLA) operational control interface respective to ASM operations. PROBLEMATIC • SRM On-board PV600 • On ground RS View 32 • SRM On-board 1746-BAS Module • SRM SICK X & Y • SRM SICK ISD-230 • On ground 1746-BAS Module • On-Ground post • Pan Clear software fix • SRM Retractor/Remove PSC 6 sensor • SRM Floor rails • Retractor extraction bars • Retractor support Chains • Retractor sprockets • Retractor shafts • Bear Blocks PREFERED REPLACEMENTS • PVP 700 V6 & Convert old screens to new Factory Talk ME Studio • Factory Talk View ME Application - 15 Screens / SRM Maintenance Status • AMCI SSI Interface Cards (2) • SICK DL-100 Laser Distance Meters - Brackets & Cabling • LEUZE Ethernet Optical Modems - Brackets & Cabling • Replacing 1746-BAS module requires re-routing existing Host communications (CCIF) to Chanel 0 of the ON-Ground SLC5/05 Processor. Re-route SRM communications with new PLC Code (On-Ground & On-Board) in support of Ethernet Messaging between SLC0/05 PLC's. • On-Ground Post Mount for X-Axis reflector for increased stability • Modify SRM Controller Code to mitigate Pan Clear issue. • Remove retractor PSC 6 Sensor and modify Controller Code. • Mitigate floor rail issues with specialized grinding procedures applicable to this process. Move rail front sections to rear of aisles. Replace anchors align and shim as needed for SRM compatibility. • Align all SRM's for wheel alignment. • Replace SRM retractor extraction bars, support chains, sprockets, shafts, & bearing blocks. 6. Capabilities: 1. The aforementioned ASM repair/upgrades are stipulated to be performed by a vendor currently manufacturing single mast SRM's who possess the technical capabilities needed to perform this comprehensive repair/upgrade requirement. It is essential that all work performed on the ASM assures the system will continue to perform at OEM performance specifications to the extent operational integrity and extended service life is the final result of this requirement. The targeted result of this engineering repair-upgrade initiative is to extend the operational system service life a minimum of 15 years. Vendors shall provide responses to this notice in writing including details of your ability to provide engineering software/hardware services, system integration, reconfiguration, modification and any other details required for the Government to satisfactorily determine respondents' capability to meet this requirement. Respondents may provide a detailed statement of work articulating specific information as to each problematic requirement, and comments respective to stated "PREFERED" course of action listed herein. Contractor shall be capable of furnishing all required labor, material, data, and equipment to accomplish the repair/upgrade and associated tasks. Interested sources must have the ability to perform all requirements in accordance with the OEM specifications. Vendors will be required to comply with the following industry standards; Air Force Occupational and Environmental Safety, Fire Protection, and Health (AFOSH), Occupational Safety and Health Administration (OSHA), American Institute of Steel Construction (AISC), American National Standards Institute (ANSI), American Society for Testing and Materials (ASTM), International Standards Organization (ISO), American Welding Society (AWS), National Electrical Manufacturers Association (NEMA), National Fire Protection Association (NFPA), Society Of Automotive Engineers (SAE). 7.
