- NASA/GSFC has a requirement for Two (2) K-12 teachers to participate in the PolarTREC Teachers and Researchers Exploring and Collaborating (TREC) program. This program consists of 2-6 weeks of hands-on field research in the polar regions. NASA/GSFC intends to purchase the PolarTREC program participation from the Artic Research Consortium of the United States (ARCUS) located in Fairbanks, Alaska. The PolarTREC program is managed by the Arctic Research Consortium of the United States (ARCUS). ARCUS is a nonprofit member consortium of educational and scientific institutions that have a substantial commitment to Arctic research. There is no other known organization or vendor that offers this kind of specialized education and outreach program for polar research. Furthermore, the PolarTREC program provides a large existing infrastructure and community network that is key for a highly successful education and outreach program. The Government intends to acquire a commercial item using FAR Part 12 and 13.5. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to: Nadine.Graham@nasa.gov not later than 12:00 p.m. eastern standard time on 02/05/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. This notice is being issued as a Request for Quotations (RFQ). The provisions and clauses in the RFQ are those in effect through FAC 2005-85-1. Offerors are required to submit their quote via email to Nadine Graham at nadine.graham@nasa.gov. All contractual and technical questions regarding this acquisition must be submitted in writing (e-mail) to Nadine Graham at nadine.graham@nasa.gov no later than 12:00PM EST on February 5, 2016. Telephone questions will not be accepted. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). The NAICS Code and size standard for this procurement are 541900 respectively. The offeror shall state in their offer their size status for this procurement. Delivery to NASA Goddard Space Flight Center is required within 120 days ARO. Delivery shall be FOB Destination. All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by 12:00PM EST on February 5, 2016 to NASA Goddard Space Flight Center, Attn: Nadine Graham, 8800 Greenbelt Road, Code 210.5, Bldg. 22, Room 114, Greenbelt MD 20771, and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin.
