- PRE-SOLICITATION SYNOPSIS: THIS IS NOT A SOLICITATION. The purpose of this synopsis is to notify potential offerors of the U.S. Environmental Protection Agency's (EPA) intent to issue a competitive small business set-aside solicitation for the Environmental Services and Operations (ESO) acquisition. Contracts awarded from the ESO solicitation will support EPA's requirements for remedy operation in support of response actions at sites where the release, or threatened release, of hazardous substances pose a risk to human health and the environment. The primary focus of the ESO contracts will be for EPA-lead remedy operation (e.g. groundwater restoration and source treatment activities). These contracts will also be used to provide general technical assistance and support (e.g. sampling and analysis, minor construction projects), potentially responsible party and federal facilities project oversight, and remedial action management support for EPA-lead remedial or removal actions. These services are to be provided within each of the EPA's ten regions. The contracts will be awarded to support a particular geographic area defined by a contract line item number (CLIN). CLIN 0001 will include Regions 1, 2, and 3; CLIN 0002 will include Regions 4, 5, 6, and 7; and CLIN 0003 will include Regions 8, 9, and 10. In performing these requirements, each contractor is required to be compliant with, and meet the objectives of, at least, but not limited to the following laws: the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA), as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA); the National Oil and Hazardous Substances Pollution Contingency Plan (NCP); the Great Lakes Legacy Act of 2002; the Great Lakes Legacy Reauthorization Act of 2008 (P.L. 110-365); the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) pursuant to the National Response Framework; and the Homeland Security Act. It is the Government's intent to award multiple indefinite delivery indefinite quantity (IDIQ) type contracts, consisting of a 60 month base period, and a 60 month option period, for a maximum potential period of performance of 120 months. The NAICS code for this acquisition is 562910, Environmental Remediation Services, with a size standard of 500 employees. This is not a request for submission of proposals. Solicitation number SOL-R1-14-00003 will be issued at a later date. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation. The synopsis, solicitation, amendments, and other information related to this procurement, as well as any subsequent procurement notifications, will be posted on the Federal Business Opportunities website, at: www.fbo.gov and www.fedconnect.net.
