- SYNOPSIS: NSN: 9410-01-456-2020 NAICS Code: 221112 Other Electric Power Generation Total Estimated Quantity: 572,356,650 kWh Description: Supply electricity and ancillary services for ultimate transfer to the Department of Energy Portsmouth Gaseous Diffusion Plant (PORTS) located in Portsmouth, Ohio. Delivery shall be made through the establishment of a dynamic transfer, pseudo-tie, or other arrangement to move the PORTS load from the native OVEC (Ohio Valley Electric Corporation) Balancing Area to an appropriate attaining Balancing Area. Specification: An award will be made only to an offeror that has provided evidence they are authorized, by all applicable state regulatory bodies having jurisdiction over this requirement, to conduct business in those jurisdictions. Delivery Schedule and Duration of the Contract Period: The Government is soliciting offers for a 36-month delivery period from November 1, 2016 through October 31, 2017. This is a synopsis for commercial items prepared in accordance with the format in Subpart 12.6; as supplemented with additional information. This announcement does not constitute the solicitation. The solicitation will be issued as a Request for Proposals (RFP) and will incorporate provisions and clauses as in effect through Federal Acquisition Circular (FAC) 2005-86. It is anticipated the solicitation will be released on February 18, 2016 and remain open a minimum of 30 calendar days. The closing date will be clearly defined on the Standard Form 1449 in the solicitation. This procurement will be conducted on a competitive, unrestricted, and open basis using commercial procedures (FAR Part 12) in combination with the Best Value Tradeoff Procedures (FAR Part 15).
